AB64-ASA1-AA5,13,6 4(2) The department shall develop and implement a program to provide grants
5for the purpose of planning and implementing community schools. When developing
6the grant program under this subsection, the department shall do all of the following:
AB64-ASA1-AA5,13,87 (a) Allocate a portion of the amount appropriated under s. 20.255 (2) (cv) for
8planning and implementing community schools in rural school districts.
AB64-ASA1-AA5,13,159 (b) Allocate a portion of the amount appropriated under s. 20.255 (2) (cv) for
10planning and implementing community schools in school districts in high-poverty
11school districts. For purposes of this paragraph, a “high-poverty school district" is
12a school district in which at least 50 percent of the school district's enrollment on the
133rd Friday of September in the immediately preceding even-numbered year, as
14rounded to the nearest whole percentage point, was eligible for a free or
15reduced-price lunch in the federal school lunch program under 42 USC 1758 (b).
AB64-ASA1-AA5,13,2116 (c) Allocate a portion of the amount appropriated under s. 20.255 (2) (cv) for
17transforming low-performing schools into community schools. For purposes of this
18paragraph, a “low-performing school" is a public school that was in the lowest 5
19percent of all public schools in the state in the previous school year or that was placed
20in the lowest performance category in the most recent school and school district
21accountability report under s. 115.385.
AB64-ASA1-AA5,13,2222 (d) Establish a maximum grant award for each community school.
AB64-ASA1-AA5,14,223 (e) Require an applicant for a grant to demonstrate that it has secured
24matching funds equal to the amount of the grant. The applicant may provide the
25matching contribution in the form of money or in-kind goods or services or both if

1the community school will be located in a school district that satisfies all of the
2following:
AB64-ASA1-AA5,14,43 1. The school district's membership in the previous school year divided by the
4school district's area in square miles is less than 10.
AB64-ASA1-AA5,14,65 2. The school district's membership in the previous school year was 1,000 or
6less.
AB64-ASA1-AA5,14,77 (f) Require that an applicant for a grant identify a school resource coordinator.
AB64-ASA1-AA5,14,10 8(2m) From the appropriation under s. 20.255 (2) (cv), the department shall
9award on a competitive basis one or more grants under the program developed under
10sub. (2) to school boards, on behalf of individual schools located in the school district.
AB64-ASA1-AA5,14,16 11(3) A school board applying for a grant under sub. (2) on behalf of a school in
12the school district shall include in its application a description of the programming
13the school will provide to improve student learning, strengthen families, and develop
14a healthier community, and how the school resource coordinator will coordinate the
15described programming. To qualify for a grant under sub. (2), the school board shall
16include in the programming described in its application at least 3 of the following:
AB64-ASA1-AA5,14,1717 (a) High-quality child care or early childhood education programming.
AB64-ASA1-AA5,14,1918 (b) Academic support and enrichment activities, including expanded learning
19time and summer or after-school enrichment and learning experiences.
AB64-ASA1-AA5,14,2020 (c) Home visitation services by teachers or other professionals.
AB64-ASA1-AA5,14,2221 (d) Programs that promote parental involvement and family literacy, including
22parent leadership development activities and parenting education activities.
AB64-ASA1-AA5,14,2423 (e) Job training, internship opportunities, career counseling services, and
24community service and service-learning opportunities.

1(f) Health services, including primary health, school nursing, and dental care,
2mental health counseling services, and nutrition services.
AB64-ASA1-AA5,15,33 (g) Adult education, including instruction in English as a 2nd language.
AB64-ASA1-AA5,15,44 (h) Juvenile crime prevention and rehabilitation programs.
AB64-ASA1-AA5,15,55 (i) Homeless prevention services.
AB64-ASA1-AA5,15,96 (j) Professional development for school administrators, teachers, and
7educational support professionals in culturally responsive teaching and practices
8that promote enhanced understanding, respect, and relationships among staff,
9pupils, families, and the community.
AB64-ASA1-AA5,15,11 10(4) A grant awarded under sub. (2) is for a 5-year term and is renewable for
11additional 5-year periods.
AB64-ASA1-AA5,15,15 12(5) Annually, the recipient of a grant under sub. (2) shall submit to the
13department a report describing the recipient's efforts to integrate community school
14programming at the school and the impact of the programming on participating
15children and adults.”.
