3230.12 of the statutes for the 2017-19 fiscal biennium a wage increase for individuals

5this paragraph that are designed to improve recruitment and retention in position
6classifications that have a high vacancy rate. The wage increases under this
7paragraph shall include at least a $1.00 per hour increase for certified nursing
8assistants employed at a veterans home.

Pay progression plan for veterans homes employees. The department
14of veterans affairs and the division of personnel management in the department of
15administration shall develop a pay progression plan for job classifications at the
16state veterans homes that experience high vacancy rates. The department of
17veterans affairs shall submit for approval the plan and a fiscal estimate of the cost
18of the plan to the joint committee on finance no later than January 1, 2018. If the
19committee approves the plan or modifies and approves the plan, the division of
20personnel management shall amend the 2017-2019 state employee compensation
21plan to incorporate the pay progression plan as approved by the joint committee on
22finance. The joint committee on finance may supplement the appropriation under
23section 20.485 (1) (gk) of the statutes to provide the funding needed for the plan as
24approved.”.

(2f) Each new manufacturing facility in an electronics and information
3technology manufacturing zone designated under section 238.396 (1m) of the
4statutes shall prepare an environmental management system for the facility. The
5environmental management system shall consist of a set of processes and practices
6that enable the facility operator to reduce its environmental impact and increase its
7operating efficiency. The manufacturing facility shall submit its environmental
8management system to the department of natural resources and the joint committee
9on finance for review and shall make the system available for review to the general
