AB78-ASA1-AA1,1,11 At the locations indicated, amend the substitute amendment as follows:

AB78-ASA1-AA1,1,3 21. Page 3, line 5: delete “A political" and substitute “1. Except as provided in
3subd. 2., a political”.

AB78-ASA1-AA1,1,4 42. Page 3, line 9: after that line insert:

AB78-ASA1-AA1,1,7 5“2. No political subdivision may make a loan or enter into an agreement under
6subd. 1. beginning 5 years after the effective date of this subdivision .... [LRB inserts
7date].”.

AB78-ASA1-AA1,1,9 83. Page 4, line 19: delete “A water" and substitute “Except as provided in sub.
9(4), a water”.

AB78-ASA1-AA1,1,10 104. Page 6, line 6: after that line insert:

1“(4) Sunset. No water public utility may provide financial assistance under
