(a) The amounts described under
Section (4) (1) of this act shall be allocated
6for all of the following under the Medical Assistance program:

71. $300,000 in each fiscal year of the biennium for reimbursement for
8acupuncture services under s. 49.46 (2) (b) 21.

92. $350,000 in each fiscal year of the biennium to increase reimbursement rates
10for physical therapy.

113. $350,000 in each fiscal year of the biennium to increase reimbursement rates
12for chiropractic services as described in par. (d).

1(b) To obtain the supplemental funding described in par. (a) 1., the department,
2after consulting with acupuncturists, shall submit under s. 13.10 to the joint
3committee on finance a proposal to provide reimbursement for acupuncture services
4under s. 49.46 (2) (b) 21.

5(c) To obtain the supplemental funding described in par. (a) 2., the department
6of health services, after consulting with physical therapists, shall submit under s.
713.10 to the joint committee on finance a proposal to increase reimbursement rates
8for physical therapy under the Medical Assistance program.

9(d) To obtain the supplemental funding described in par. (a) 3., the department
10of health services shall submit under s. 13.10 to the joint committee on finance a
11proposal to increase Medical Assistance reimbursement rates for current procedural
12technology codes for radiology and office visit services performed by chiropractic
13providers to the same rates at which those codes are reimbursed for physicians and,
14if any of the amount specified in par. (a) 3. remains after that increase, to increase
15Medical Assistance reimbursements for spinal manipulation performed by
16chiropractic providers.

17(e) The joint committee on finance may supplement the appropriation under
18s 20.435 (4) (b) from the appropriation under s. 20.865 (4) (a) if the joint committee
19on finance approves a proposal submitted under par. (b), (c), or (d). If the joint
20committee on finance approves a proposal submitted under par. (b), (c), or (d), the
21department of health services shall provide reimbursement or increase
22reimbursement rates in accordance with that approval.

23(f) Notwithstanding s. 13.101 (3), the joint committee on finance may make a
24supplementation under this subsection without finding that an emergency exists.”.
