1and (r), the number of individuals who have each of the following forms of health care
2coverage:

AB68-ASA2-AA1,18,88 (d) Self-coverage or uninsured.
AB68-ASA2-AA1,18,20 9(3) (a) The department of administration shall submit the proposed request for
10proposals described under sub. (1) to the joint committee on finance before issuing
11the request for proposal. If the cochairpersons of the joint committee on finance do
12not notify the department of administration within 14 working days after the date
13of the submittal of the proposed request for proposals under this paragraph that the
14committee has scheduled a meeting for the purpose of reviewing the proposed
15request for proposals, the department may issue the request for proposals. If, within
1614 working days after the date of the submittal of the proposed request for proposals
17under this paragraph, the cochairpersons of the committee notify the department of
18administration that the committee has scheduled a meeting for the purpose of
19reviewing the proposed request for proposals, the department may issue the
20proposed request for proposals only upon approval by the committee.
AB68-ASA2-AA1,19,521 (b) At the time the department of administration submits the proposal under
22par. (a), the departments of health services, children and families, corrections,
23justice, and safety and professional services may submit to the joint committee on
24finance suggestions of opioid-related or methamphetamine-related information to
25collect, analyze, and disseminate in addition to information specified under sub. (1)

1to assist the agencies in analyzing the behavioral health status of the state's
2population, reducing relapse of opioid and methamphetamine misuse, improving
3patient outcomes after opioid or methamphetamine use or overdose, assisting
4minors who are in out-of-home care, and monitoring health costs related to
5substance use.
AB68-ASA2-AA1,19,9 6(4) The department of administration shall collaborate with and collect data
7from the departments of health services, corrections, justice, safety and professional
8services, and children and families and any other applicable agencies for the opioid
9and methamphetamine data system under sub. (1).
AB68-ASA2-AA1,19,15 10(5) (a) The department of administration shall administer the contract with the
11vendor to operate the opioid and methamphetamine data system and shall have
12access to the data contained in the opioid and methamphetamine data system. The
13department of administration shall work with the vendor to disseminate information
14and advanced analytics from the opioid and methamphetamine data system in as
15close to real time as possible.
AB68-ASA2-AA1,19,1916 (b) The opioid and methamphetamine data system shall allow the state
17agencies that submit data to the opioid and methamphetamine data system access
18to the data in the opioid and methamphetamine data system as appropriate for the
19agency to fulfill its functions and as allowed by state and federal confidentiality laws.

2131, 2022, and annually thereafter, the department of administration shall submit a
22report to the joint committee on finance summarizing the information from the

AB68-ASA2-AA1,20,1413 b. Crisis telephone line services on a 24 hours per day and 7 days per week
14basis.
AB68-ASA2-AA1,20,1615 c. Professional education about intervention for victims and community
16education programs for the prevention of crime.
AB68-ASA2-AA1,20,2017 d. Services for persons living in rural areas, children, elderly persons,
18physically disabled persons, minority groups, and other groups of victims that have
19special needs. This subd. 2. d. does not require the applicant to provide services to
20any group of persons that does not reside in the applicant's service area.
AB68-ASA2-AA1,20,2221 3. The organization does not receive more than 70 percent of its operating
22budget from grants under this section.
AB68-ASA2-AA1,20,2523 4. The organization does not provide all of its services under subd. 2. a. to d.
24by contract, subcontract, service agreement, or collaborative agreement with other
25organizations, entities, or individuals.

1(c) Whenever the department reviews applications for grants under this
2section, the department shall consider all of the following:
AB68-ASA2-AA1,21,43 1. The need for victim services in the community in which the applicant
4provides services or proposes to provide services.
AB68-ASA2-AA1,21,65 2. The degree to which the applicant's services or proposed services are
6coordinated with other resources in the community and state.
AB68-ASA2-AA1,21,77 3. The needs of urban and rural communities.
AB68-ASA2-AA1,21,88 4. The needs of existing and proposed programs and services.
AB68-ASA2-AA1,21,11 9(3) Reporting requirements. An organization that receives a grant under this
10section shall report all of the following information to the department for each fiscal
11year covered by the grant:
AB68-ASA2-AA1,21,1312 (a) The total expenditures that the organization made on victim services in the
13period for which the grant was provided during that fiscal year.
AB68-ASA2-AA1,21,1614 (b) The number of persons served by general type of victim services provided
15in the period for which the grant was provided during that fiscal year. The
16department shall identify for organizations the general types of services provided.
AB68-ASA2-AA1,21,1917 (c) The number of persons who requested victim services in the period for which
18the grant was provided during that fiscal year but who did not receive the victim
19services that the persons requested.
AB68-ASA2-AA1,21,22 20(4) List of eligible organizations. (a) The department shall certify to the
21elections commission, on a continuous basis, a list containing the name and address
22of each organization that is eligible to receive grants under sub. (2).

AB68-ASA2-AA1,23,2219 (a) The municipality tested or trained with a class B fire fighting foam that
20contained intentionally added PFAS in accordance with applicable state and federal
21law, or a 3rd party tested or trained with a class B fire fighting foam that contained
22intentionally added PFAS within the boundaries of the municipality.

1(c) PFAS are impacting the municipality's drinking water supply or surface

AB68-ASA2-AA1,24,5 4(4) Eligible activities. The department may award a grant under sub. (2) for
5any of the following activities:
AB68-ASA2-AA1,24,76 (a) Investigating potential PFAS impacts to the air, land, or water at a site or
7facility for the purpose of reducing or eliminating environmental contamination.
AB68-ASA2-AA1,24,98 (b) Treating or disposing of PFAS-containing fire fighting foam containers from
9a municipal site or facility.
AB68-ASA2-AA1,24,1110 (c) Sampling a private water supply within 3 miles of a site or facility known
11to contain PFAS or to have caused a PFAS discharge.
AB68-ASA2-AA1,24,1312 (d) Providing a temporary emergency water supply, a water treatment system,
13or bulk water to replace water contaminated with PFAS.
AB68-ASA2-AA1,24,1514 (e) Conducting emergency, interim, or remedial actions to mitigate, treat,
15dispose of, or remove PFAS contamination to the air, land, or waters of the state.
AB68-ASA2-AA1,24,2016 (f) Removing or treating PFAS in a public water system using the most
17cost-effective method to provide safe drinking water in areas where PFAS levels
18exceed the maximum contaminant level for PFAS under ch. 281 or an enforcement
19standard for PFAS under ch. 160 or where the state has issued a health advisory for
20PFAS.
AB68-ASA2-AA1,24,24 21(5) Application. A municipality shall apply for a grant on a form prescribed
22by the department and shall include any information that the department finds
23necessary to determine the eligibility of the project, identify the funding requested,
24determine the priority of the project, and calculate the amount of a grant.

1(6) Evaluation criteria. The department, in awarding grants under this
2section, shall consider all of the following criteria:
AB68-ASA2-AA1,25,53 (a) The municipality's demonstrated commitment to performing and

AB68-ASA2-AA1,25,76 (b) The degree to which the project will have a positive impact on public health
