SENATE AMENDMENT 5, TO SENATE BILL 454

SB454-SA5,1,1 At the locations indicated, amend the bill as follows:

SB454-SA5,1,4 1. Page 1, line 3: delete “assessments and" and substitute “assessments; funding for special education and school age parents programs; funding for the University of Wisconsin System;".

SB454-SA5,1,5 2. Page 1, line 3: after “authority" insert “; and making an appropriation".

SB454-SA5,1,6 3. Page 5, line 1: before that line insert:

SB454-SA5,1,7 “ Section 1c. 20.255 (2) (b) of the statutes is amended to read:

SB454-SA5,1,12 20.255 (2) (b) Aids for special education and school age parents programs. The amounts in the schedule A sum sufficient for the payment of the full cost of special education for children in hospitals and convalescent homes under s. 115.88 (4) and for the payment of aids for special education and school age parents programs under ss. 115.88, 115.93 and 118.255 as provided under s. 115.882.”.

SB454-SA5,2,2 “ Section 1p. 115.882 of the statutes is renumbered 115.882 (intro.) and amended to read:

SB454-SA5,2,8 115.882 Payment of state aid; reimbursement rate. (intro.) Funds appropriated under s. 20.255 (2) (b) shall be used first for the purpose of s. 115.88 (4). Costs eligible for reimbursement from the appropriation under s. 20.255 (2) (b) under ss. 115.88 (1m) to (3), (6), and (8), 115.93, and 118.255 (4) shall be reimbursed at a rate set to distribute the full amount appropriated for reimbursement for the costs, not to exceed 100 percent. the following rates:

SB454-SA5,1t Section 1t. 115.882 (1) and (2) of the statutes are created to read:

SB454-SA5,2,10 115.882 (1) In the 2021-22 school year, 45 percent of eligible costs.

SB454-SA5,2,12 (2) In the 2022-23 school year and in each school year thereafter, 50 percent of eligible costs.”.

SB454-SA5,2,14 “ Section 5m. Fiscal changes.

SB454-SA5,2,21 (1) University of Wisconsin System; general program operations. In the schedule under s. 20.005 (3) for the appropriation to the Board of Regents of the University of Wisconsin System under s. 20.285 (1) (a), the dollar amount for fiscal year 2021-22 is increased by $27,000,000 to increase funding for the purpose for which the appropriation is made and the dollar amount for fiscal year 2022-23 is increased by 33,500,000 to increase funding for the purpose for which the appropriation is made.”.
