11(a) By the end of the first month following the end of each quarter for which
12payments were made under s. 49.45 (3n) or (6r), the department of health services
13shall submit a report to the joint committee on finance that includes all of the
14information required under pars. (b) and (c).

15(b) For the enhanced nursing home rates under s. 49.45 (6r), the department
16of health services shall compile for the report required under par. (a) all of the
17following information:

1. The number of residents, resident days, and distribution of funding by
19facility for each of the enhanced rates.

202. The number and percentage of newly admitted residents that meet the
21criteria for each of the enhanced rates.

223. For the first quarterly report required under par. (a) only, information on the
23amount of the enhanced rates, including a description of how each rate was
24determined by the department of health services.

1(c) For the supplemental hospital payments under s. 49.45 (3n), the
2department of health services shall compile for the report required under par. (a) all
3of the following information:

41. The number of qualifying avoidable patient days for which a supplement was
5paid to the hospital.

62. The number of high-acuity patients for which a supplement was paid to the
7hospital.

83. The total amount of the supplement paid to the hospital.

94. The most significant condition or reason, in the judgment of the hospital,
10preventing the discharge of the patient to another facility or setting, for each
11high-acuity patient with qualifying avoidable patient days. The department of
12health services may specify categories of conditions or reasons to facilitate the
13collection and analysis of this data.

14(d) The department of health services shall, with the third quarterly report
15required under par. (a) to be submitted by April 30, 2025, include a report on general
16feedback from providers who received the enhanced rates under s. 49.45 (6r) or one
17or more hospital supplemental payments under s. 49.45 (3n), including any
18recommendations for any changes needed to facilitate the prompt discharge of
19high-acuity patients.”.
