(ar) The department of health services shall include in the request for funding
18under par. (a) a plan that identifies each health care provider that requests funding,
19describes the types of expenditures for which the requested funding would be used,
20and prioritizes grant awards to support hospital or other urgently needed health care
21services in Eau Claire County and Chippewa County.

1(at) If the joint committee on finance determines that the requirements under
2pars. (a) to (ar) are satisfied, the joint committee on finance may approve the plan
3and request for funding, as proposed or as modified.

Upon approval under par. (at), the joint committee on finance may
5supplement the appropriation to the department of health services under s. 20.435
6(1) (bd) from the appropriation under s. 20.865 (4) (a), in an amount determined by
7the joint committee on finance, but not exceeding a total of $15,000,000, to provide
8supplemental health care services grants to health care providers as provided in the
9approved plan.”.

No moneys may be appropriated for supplemental health care services
13grants under this subsection after June 30, 2025.

(br)
The department of health services may require a health care provider who
15has received a grant under this subsection to repay the amount of the grant to the
16department if the department determines that the health care provider has
17expended grant moneys for purposes that are inconsistent with this subsection,
18including by ceasing to provide health care services in the department of health
19services area administration western region during the 2023-25 fiscal biennium.”.
