SENATE AMENDMENT 1, TO SENATE SUBSTITUTE AMENDMENT 1, TO SENATE BILL 247

SB247-SSA1-SA1,1,1 At the locations indicated, amend the substitute amendment as follows:

SB247-SSA1-SA1,1,2 1. Page 3, line 5: delete “and" and substitute “or".

SB247-SSA1-SA1,1,3 2. Page 3, line 6: delete “more than" and substitute “at least".

SB247-SSA1-SA1,1,4 3. Page 3, line 10: after “project," insert “except as provided under par. (h),".

SB247-SSA1-SA1,1,5 4. Page 3, line 18: delete “and" and substitute “or".

SB247-SSA1-SA1,1,7 5. Page 4, line 2: after “349.15" insert “or being subject to a posted weight limit under other than extraordinary or emergency circumstances".

SB247-SSA1-SA1,1,8 6. Page 4, line 10: after that line insert:

SB247-SSA1-SA1,1,11 “7. Projects that improve access to agricultural lands or facilities used for the production of agricultural goods, including forest products, for more than one agricultural producer.

SB247-SSA1-SA1,2,2 (cd) The department shall attempt to award grants under this subsection to political subdivisions in all geographic areas of the state.

SB247-SSA1-SA1,2,6 (cg) Reimbursable costs under this subsection include any costs related to an eligible agricultural road project, including costs of initial plan design and engineering, planning, designing, engineering, and construction of an eligible agricultural road project.

SB247-SSA1-SA1,2,8 (cr) 1. The department may make grants under this subsection of up to the following percentage of reimbursable costs:

SB247-SSA1-SA1,2,9 a. For political subdivisions under subd. 2. a., 90 percent.

SB247-SSA1-SA1,2,10 b. For political subdivisions under subd. 2. b., 95 percent.

SB247-SSA1-SA1,2,11 c. For political subdivisions under subd. 2. c., 100 percent.

SB247-SSA1-SA1,2,20 2. The department of transportation shall calculate for each political subdivision the equalized value of the political subdivision, as determined by the department of revenue for the most recent year for which the information is available, divided by the jurisdictional mileage of the political subdivision, as determined by the department of transportation for the most recent year for which the information is available. For each type of political subdivision, the department of transportation shall divide the constituent political subdivisions into fourths based on greater to lesser equalized values per mile. The department of transportation shall categorize each political subdivision into one of the following:

SB247-SSA1-SA1,2,22 b. Second highest-value quarter.

SB247-SSA1-SA1,2,23 c. Lowest-value half.”.

SB247-SSA1-SA1,3,12 “(i) By July 1, 2025, and annually thereafter, the department in consultation with the department of agriculture, trade and consumer protection shall submit a report on the program under this subsection to the joint committee on finance and the standing committee of each house of the legislature having jurisdiction over transportation. The report shall provide the number and total amount of grants awarded, and an estimate of the economic impact of projects funded, under this subsection during the previous year and over the lifetime of the program. The department of transportation is not required to submit a report under this paragraph if no expenditures were made under this subsection in the previous year.”.
