1(cd) The department shall attempt to award grants under this subsection to
2political subdivisions in all geographic areas of the state.

(cg) Reimbursable costs under this subsection include any costs related to an

5engineering, planning, designing, engineering, and construction of an eligible
6agricultural road project.

(cr) 1. The department may make grants under this subsection of up to the
8following percentage of reimbursable costs:

2. The department of transportation shall calculate for each political
13subdivision the equalized value of the political subdivision, as determined by the
14department of revenue for the most recent year for which the information is
15available, divided by the jurisdictional mileage of the political subdivision, as
16determined by the department of transportation for the most recent year for which
17the information is available. For each type of political subdivision, the department
18of transportation shall divide the constituent political subdivisions into fourths
19based on greater to lesser equalized values per mile. The department of
20transportation shall categorize each political subdivision into one of the following:

a. Highest-value quarter.

b. Second highest-value quarter.

c. Lowest-value half.”.

4“(i) By July 1, 2025, and annually thereafter, the department in consultation
5with the department of agriculture, trade and consumer protection shall submit a
6report on the program under this subsection to the joint committee on finance and
7the standing committee of each house of the legislature having jurisdiction over
8transportation. The report shall provide the number and total amount of grants
9awarded, and an estimate of the economic impact of projects funded, under this
10subsection during the previous year and over the lifetime of the program. The
11department of transportation is not required to submit a report under this paragraph
12if no expenditures were made under this subsection in the previous year.”.
