2003 WISCONSIN ACT
An Act to renumber 38.39 (intro.); to amend 38.28 (1m) (a) 1.; and to create 20.292 (1) (aj), 38.39 (2) and 38.39 (3) of the statutes; relating to: grants to technical college districts for the purpose of providing services and facilities to businesses and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SB451, s. 1 Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated: - See PDF for table PDF
SB451, s. 2 Section 2. 20.292 (1) (aj) of the statutes is created to read:
20.292 (1) (aj) Wisconsin Advantage Jobs Training Programs. The amounts in the schedule for grants to technical college districts under s. 39.39.
SB451, s. 3 Section 3. 38.28 (1m) (a) 1. of the statutes, as affected by 2003 Wisconsin Act 33, is amended to read:
38.28 (1m) (a) 1. "District aidable cost" means the annual cost of operating a technical college district, including debt service charges for district bonds and promissory notes for building programs or capital equipment, but excluding all expenditures relating to auxiliary enterprises and community service programs, all expenditures funded by or reimbursed with federal revenues, all receipts under sub. (6) and ss. 38.12 (9), 38.14 (3) and (9), 38.39, 118.15 (2) (a), 118.55 (7r), and 146.55 (5), all receipts from grants awarded under ss. 38.04 (8), (20), (28), and (31), 38.14 (11), 38.26, 38.27, 38.33, and 38.38, all fees collected under s. 38.24, and driver education and chauffeur training aids.
SB451, s. 4 Section 4. 38.39 (intro.) of the statutes, as created by 2003 Wisconsin Act .... (Senate Bill 384), is renumbered 38.39 (1) (intro).
SB451, s. 5 Section 5. 38.39 (2) of the statutes is created to read:
38.39 (2) From the appropriation under s. 20.292 (1) (aj), the board shall award grants to technical college districts to support the costs of contracts under sub. (1). The board may not award a grant unless the contract requires the business to match the amount of the grant.
SB451, s. 6 Section 6. 38.39 (3) of the statutes is created to read:
38.39 (3) A district board may raise funds or provide support for the program under this section by any means necessary or convenient other than by property tax levy and except as expressly limited by law or board or district rule.
SB451, s. 7 Section 7. Nonstatutory provisions.
(1) Notwithstanding section 16.42 (1) (e) of the statutes, in submitting information under section 16.42 of the statutes for purposes of the 2005-07 biennial budget bill, the technical college system board shall submit information concerning the appropriation under section 20.292 (1) (aj) of the statutes as though $1,000,000 had been appropriated in the 2004-05 fiscal year.
(2) This act is void unless 2003 Wisconsin Act .... (Senate Bill 384) is enacted into law before the effective date of this subsection.
SB451, s. 8 Section 8. Appropriation changes.
(1) In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of commerce under section 20.143 (1) (c) of the statutes, as affected by the acts of 2003, the dollar amount is decreased by $500,000 for fiscal year 2003-04 to decrease funding for the purposes for which the appropriation is made.
