Governor's Veto Message
June 23, 1995
To the Honorable Members of the Assembly:
I have approved Assembly Bill 73 as 1995 Wisconsin Act 19 and have deposited it in the Office of the Secretary of State. I have exercised the partial veto in Section 1g.
Under current law, the national guard tuition grant program provides grants to Wisconsin National Guard members of up to 50% of actual tuition expenses, not to exceed 50% of the resident undergraduate tuition at UW-Madison for a comparable academic load for up to 8 full semesters of undergraduate or graduate level courses. Due to a depletion of funds in the program, the department of military affairs placed a moratorium on grants for the spring 1995 semester.
AB 73 provides an additional $635,300 GPR to fully fund the national guard tuition grant program for the spring 1995 semester. Section 1g also allows any eligible guard member who was enlisted on the day before the effective date of the bill to receive a tuition grant equal to 50% of the actual tuition charged so long as the person remains a guard member.
I am vetoing Section 1g to remove an objectionable inconsistency between the language and the amount of reimbursement to be awarded guard members. The bill provides $635,300 GPR to fully fund spring 1995 semester grants at the reimbursement rate of 50% of resident undergraduate tuition at UW-Madison. This veto removes an ambiguity in the language and continues current law which provides a maximum of 50% reimbursement of resident undergraduate tuition at UW-Madison.
I am a proud supporter of the Wisconsin National Guard and the men and women who serve our country. This bill fully funds the National Guard Grant Program which serves as an incentive to recruit and retain these fine men and women while providing a modest reimbursement for their educational expenses.
