Attached is the Department of Administration's annual report to the Council on Small Business, Veteran-owned and Minority Business Opportunities as required by s.
16.75(4)(a)5, Wis. Stats.

The report evaluates the performance of Wisconsin's small businesses in submitting bids or proposals to the State and identifies the Department's initiatives to encourage small, veteran-owned and minority businesses to participate in the State's purchasing program.
The report shows that the dollars the State spends with Wisconsin small businesses have increased, although the number or orders placed has decreased. This may be due to the fact that the State adopted a new policy in July 1994 requiring purchase orders only for transactions above $1,500. Prior to July 1995, purchase orders were required for orders over $500.
* The number of purchase orders placed decreased to 89,075, compared to 92,700 in 1993-94 (a difference of 3.9%).
* The dollars awarded to Wisconsin small businesses increased to $297,947,386 up $34,550,907 (13.1%) from 1993-94.
* The percent of dollars awarded to Wisconsin small businesses, of all State awards, was 38.3% compared to 37.8% for 1993-94.
* The number of Wisconsin small businesses increased by 1,268 (1.0%) to 119,538.
The report excludes purchase orders to other State agencies as well as orders that are exempt from the purchasing process. It also excludes orders for postage, memberships, telephones, electric power, steam, water, and sewer, as no known Wisconsin small businesses exist to provide those commodities.
The Department of Administration remains strongly committed to working with Wisconsin's small, veteran and minority businesses to increase their competitiveness and participation in the State purchasing program. This commitment is shown by the outreach and assistance activities identified in the report and in the increased share of State dollars ($34 million) awarded to small businesses.

I am pleased to send you the report, Milwaukee River Watershed Cryptosporidium/Giardia Monitoring Project, March 1994-June 1995. This study was conducted by the City of Milwaukee under a grant from the Department of Natural Resources. This grant was provided as part of the Legislative appropriation in 1993 to the Department for conducting a Statewide study on Cryptosporidium. Our report, Cryptosporidium spp. Oocyst and Giardia spp. Cyst, Occurrence, Distribution and Levels in Wisconsin Waters, was sent to you on August 31, 1995.
