This report from the State of Wisconsin Investment Board (SWIB) describes our plan to invest between $1.1 and $2.4 billion in Wisconsin over the next five years.
In
1985 Wisconsin Act 53, the Governor and Legislature encouraged SWIB to make investments in Wisconsin, consistent with the purposes of the funds which we manage. The law provides that each biennium SWIB is to submit a five-year plan for investment in the state. The plan reflects advice from the Department of Development (DOD) as the types of investments which are likely to have the greatest impact on the state's economic development.
For the two years which ended June 30, 1994, new investments in Wisconsin totalled $1.3 billion. This level significantly exceeded our goal of $470 million to $950 million for that period. Several special programs contributed to our investments in state. Under the Wisconsin Bank program, we purchased certificates of deposit issued by qualified banks and thrifts. Our private placements program makes direct loans at market rates to creditworthy Wisconsin businesses. We are a shareholder in a number of Wisconsin companies and participated in the initial public offerings of stock of several firms during the last two years.
These investments include companies which are headquarted in Wisconsin as well as businesses which have a significant portion of their operations in this state. We will continue to foster investment in Wisconsin through cooperation with the DOD, close ties with Wisconsin financial institutions and by participation in various directories of financing resources.
We particularly appreciate the recommendations from DOD regarding future investment opportunities. Their suggestions will be helpful in achieving our goals for the next several years.

1993 Wisconsin Act 16 (s.146.57) provided funds to establish a statewide poison control system for the purpose of providing quality poison prevention and intervention services that are accessible to all Wisconsin residents. The poison control system is required to provide poison control services 24 hours a day, and must maintain telephone services capable of providing rapid, accurate, complete and accessible poison information throughout the state.
Act 16 also directed the Department of Health and Social Services to evaluate the statewide poison control system and submit a report containing its findings and recommendations to the appropriate standing committees and to the Governor by July 1, 1995. The attached report fulfills that directive.
