I am vetoing Senate Bill 396 in its entirety.
The bill makes changes to the laws enacted in
1995 Wisconsin Act 27 which gave the Department of Administration responsibilities to ensure effective utilization and sharing of information technology (IT) resources among state agencies and expands reporting requirements for progress on carrying out this mission. It also adds local units of government to the purview of the department's activities in this area.
I do not believe these additional statutory requirements are needed to ensure that the full intent of the Legislature is carried out. The Department of Administration has among its highest priorities the continued improvement of IT and strategic planning, including the sharing of resources among agencies. In view of the interest expressed in this bill, the department will ensure that local units of government are fully covered by its IT coordination activities. The authorities and accountabilities established in Act 27 are sufficient to accomplish these objectives.
I am therefore vetoing Senate Bill 396 in its entirety.

I have approved
Senate Bill 449 as
1995 Wisconsin Act 302 and deposited it in the office of the Secretary of the State.
The bill makes several changes in the Wisconsin Retirement System (WRS) to allow the WRS to be maintained as a qualified governmental retirement plan under the U.S. internal revenue code. The legislation also makes an appropriation to fund the necessary changes in the WRS.

The legislation also includes a provision that increases the authorized project positions for the Department of Employe Trust funds. I am partially vetoing Section 53 because the Department of Employe Trust Funds currently has sufficient vacancies to allow it to implement the provisions of the bill.
I am therefore vetoing that portion of Section 53 of Senate Bill 449 which provides an increase in the authorized project positions.
