To the honorable, the Assembly:
We perform annual financial audits of WHA Television and Radio, which are public telecommunications entities operated by the University of Wisconsin-Extension, and the Educational Communications Board (ECB) Radio and Television Networks, which are public telecommunication entities operated by ECB. We have issued our audit reports for WHA Television and the ECB Radio and Television Networks for the period of July 1, 1997 through June 30, 1998. The audit report for WHA Radio will be issued in early 1999.
A1006 These annual audits are requested by the ECB and UW-Extension to fulfill audit requirements of the Corporation for Public Broadcasting. The Corporation requires audited financial statements of public broadcasting entities and certifications of these entities' non-federal revenue sources in determining future funding levels. The audit reports include no major findings, conclusions, or recommendations.
Copies of the audit reports have been distributed to members of the Joint Legislative Audit Committee and those required by law to receive them. If you are interested in receiving a copy of this report, please contact our office and request report numbers 98-17, 98-18 and 98-19.

As promised during the state human resources managers' council, a copy of the strategic training plan developed for the Department of Employment Relations and entitled "A Strategic Investment in the State's Human Technology" is enclosed.
This report represents the vision I developed after extensive interviewing, reading prior studies, and studying the training operations at DER. The actual strategic vision will be developed after review, discussion, proposals and agreement within DER, within the State Training Council, between the various departments, and with input from staff, human resources managers, trainers, experts and others. This process of building an actual strategic vision and later a state training plan begins now.
I hope you maintain your interest in the state's training and contribute to its development. While the process of change sometimes takes longer than we would like, the careful attention and perseverance of thoughtful people like you will make it happen. The future success of the people's government will depend on all of our collaboration and working together. With this plan as a guide and our willingness to achieve a future with highly productive, quality government operations, we will have a training program of which we can all be proud.
