January 31, 1998
To the Honorable, the Legislature:
Attached is the second quarter report on Prison Industries for the fiscal year ending June 30, 1998, as required by Section 303.019 of the Wisconsin Statutes. This report includes the year-to-date cash balance of each industry. This report reflects private sector joint venture balances separately from the remainder of Prison Industries.
Traditional Prison Industries
Traditional Industries receipts for the period July 1, 1997 through December 31, 1997 were $8,626,290. Cash expenditures for the same time period were $10,041,529. For the 2nd quarter of this fiscal year expenditures exceeded revenues by $1,415,239. This can be attributed to the significant amounts of raw materials purchased at the beginning of the fiscal year to meet projected production orders.
Traditional Industries are projecting an $800,000 profit on a cash basis for the fiscal year. On an accrual basis, a $600,000 profit is projected for the period ending June 30, 1998. With this profit Traditional Industries will become debt free for the first time in 20 years.
Based on current experience Traditional Industries is experiencing an approximately $4M increase in sales and production in the areas of systems furniture, signs, metal furniture and upholstery products. As such, Traditional Prison Industries will need to request additional spending authority to purchase raw materials and supplies as the fiscal year progresses.
A564 Private Sector Ventures
Private Sector Venture receipts for the period July 1, 1997 through December 31, 1997 were $852,690. Cash expenditures for the same time period were $1,325,876. For the 2nd quarter of this fiscal year expenditures exceeded revenues by $473,186. This is offset by accounts receivable and inventories of $608,630.
During this period, inmates employed by the private sector ventures contributed $410,000 towards state, federal and social security taxes, room and board, crime victim restitution and child support.
In the first quarter report, the Department of Corrections identified program changes to the Private Sector Program to reduce the cash deficit. Attached is a progress report on those items. The Department is confident that these and other changes identified in our ongoing assessment of this program will result in the program breaking even and recovering its one-time start-up costs by June 30, 2000.
In viewing the cash deficit, it should also be noted that these numbers do not reflect the financial benefits realized by the state in the form of room and board payments, state and federal taxes, crime victim restitution and child support payments. For FY-97, this amount was in excess of $320,000. For FY-98, the Department estimates collections will be approximately $800,000.
The Department would be happy to respond to any questions you may have on this matter.
Sincerely,
Michael J. Sullivan
Secretary, DOC
Mark D. Bugher
Secretary, DOA
