The Honorable, The Senate:
At the direction of s. 13.685(7), Wisconsin Statutes, I am furnishing you with the names of organizations recently registered with the Ethics Board that employ one or more individuals to affect state legislation or administrative rules, and notifying you of changes in the Ethics Board's records of licensed lobbyists and their employers. For each recently registered organization I have included the organization's description of the general area of legislative or administrative action that it attempts to influence and the name of each licensed lobbyist that the organization has authorized to act on its behalf.

Relating to a Proclamation that the Flag of the United States and the Flag of the State of Wisconsin be Flown at Half-Staff as a Mark of Respect for Peace Officers Who Have Given Their Lives in the Line of Duty.
WHEREAS, peace officers throughout the State of Wisconsin place themselves in grave danger on a daily basis to protect and serve the citizens of this great state ; and
WHEREAS, it is important and appropriate that the people of the State of Wisconsin pause to remember peace officers who have given their lives in the line of duty; and
WHEREAS, the fifteenth day of May has been designated as Peace Officers Memorial Day pursuant to Federal law (see 36 USC s. 167); and
WHEREAS, the calendar week during which the fifteenth day of May occurs has been designated as Police Week pursuant to Federal law in recognition of the service given by the men and Women who, night and day, stand guard in our midst to protect us through the enforcement of our laws (see 36 USC s. 167); and
WHEREAS, Federal Law requires the flag of the United States to be flown at half-staff on Peace Officers Memorial Day (see 36 USC s. 167); and
WHEREAS, ceremonies will be held across the state during Police Week (i.e. May 10, 1998 through May 16, 1998) to honor peace officers who have given their lives in the line of duty;
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by Federal and State law, do hereby:
1. Order that the flag of the United States and the flag of the State of Wisconsin shall be flown at half-staff at all buildings, grounds and military installations of the State of Wisconsin beginning at sunrise on May 15, 1998 and ending at sunset on that date; and
2. Authorize any jurisdiction of this state to fly the flag of the United States and the flag of the State of Wisconsin at half-staff on any day during Police Week (i.e. May 10, 1998 through May 16, 1998) that such jurisdiction officially honors, in a public ceremony, peace officers who have given their lives in the line of duty.
IN TESTIMONY WHERE OF, I have hereunto set my hand and caused the Great Seal of the State of Wisconsin to be affixed. Done at the Capitol in the city of Madison this sixth day of May in the year one thousand nine hundred and ninety-eight.
