The Assembly met in the Assembly Chamber located in the State Capitol.
Speaker Jensen in the chair.
The prayer was offered by Reverend Scot T. O'Connor of Congregational United Church of Christ in Mineral Point:
"Compassionate and loving Creator, we gather this evening to do the work of this great State. Be a guiding presence among us, sharing with us your spirit of peace. May we lead with wisdom and courage; unafraid to stand with conviction and integrity for the good of those we serve. Strengthen us O God, to have faith that we can find new pathways of growth and hope. And, be that constant force in our lives that reminds us that we are servants who seek justice, love kindness, and humbly walk with you, and your people. Amen."
Representative M. Lehman led the membership in reciting the pledge of allegiance to the flag of the United States of America.

JOINT CONVENTION
The houses went into joint convention.
Senate President Risser presiding.
Senator Risser recognized the presence of Lieutenant Governor Scott McCallum, State Treasurer Jack Voight, Superintendent of Public Instruction John Benson, Justice Jon Wilcox, Justice Ann Walsh Bradley, Justice N. Patrick Crooks, and Justice David Prosser, Jr. of the Wisconsin Supreme Court.
The Assembly Sergeant-at-Arms announced the arrival of Governor Thompson.
Governor Thompson took his place at the rostrum to deliver his state of the state address.
Pursuant to Joint Rule 73, the governor's message is printed in the Senate journal only.
Representative Foti moved that the joint convention arise.
The question was: Shall the joint convention arise?
Motion carried.
