Dear Mr. Sanders:
On February 8, 2000, Assembly Bill 730, relating to creating a local professional football stadium district; giving a local professional football stadium district the authority to issue bonds and granting income tax exemptions for interest income on bonds issued by the district; making a state moral obligation pledge with respect to bonds issued by a local professional football stadium district; giving a local professional football stadium district the authority to impose a sales tax and a use tax; creating an income and franchise tax exemption for a local professional football stadium district; state aid for transportation facilities associated with a professional football team's home stadium; and making appropriations was referred to the Assembly Special Committee on Renovation of Lambeau Field. Pursuant to Assembly Rule 45(4), I hereby withdraw Assembly Bill 730 from the Assembly Special Committee on Renovation of Lambeau Field and re-refer that bill to the Joint Survey Committee on Tax Exemptions.

On February 8, 2000, Assembly Bill 726, relating to the monitoring of property tax assessments, discontinuing the requirement that owners of treatment plant and pollution abatement equipment, except utilities and certain insurers, apply for their property tax exemptions, the notice of changed property tax assessments, the administration of the property tax exemption for computers and providing a penalty was referred to the Assembly Committee on Ways and Means. Pursuant to Assembly Rule 45(4), I hereby withdraw Assembly Bill 726 from the Assembly Committee on Ways and Means and re-refer that bill to the Joint survey Committee on Tax Exemptions.

Included with this correspondence, I am submitting the report of the Department of Administration, Division of Gaming (Gaming), for the quarter ended December 31, 1999. As required by s.562.02(1)(g), Wis. Stats., the attached materials contain pari-mutuel wagering and racing statistical information, as well as the revenues for the program areas of Racing, Charitable Gaming and Indian Gaming. Please note that Bingo revenues are now captured in a new appropriation (836) and therefore are shown on a separate chart from the rest of Charitable Gaming.
