5. Provide that the Governor shall designate one (1) member of the Council as its chair to serve in that capacity at the pleasure of the Governor; and
6. Provide that the Council to have the following purpose and mission:
a. Develop and recommend strategies to ensure the continued success of the independent film production companies now located in Wisconsin; and
b. Develop and recommend strategies to attract film and video production companies to relocate to Wisconsin; and
c. Develop and recommend strategies to promote Wisconsin as a film location; and
d. Develop and recommend strategies to attract businesses connected with the film and video industry to relocate to Wisconsin; and
7. Direct the Council to submit an interim report to the Governor by August 1, 2000 and a final report to the Governor by August 1, 2001; and
8. Instruct the Secretary of the Department of Tourism to provide the Council with administrative and support services; and
9. Direct the Secretary of the Department of Administration to provide the Council with such sums of money as are necessary for travel and operating expenses in accordance with section 20.505(3)(a) of the Wisconsin Statutes; and
10. Provide that the Council shall dissolve when its final report is accepted by the Governor.

Relating to the Creation of the Position of Special Assistant to the Governor for Globalization
WHEREAS, the growth of Wisconsin's economy and the continued financial well-being of Wisconsin's citizens is increasingly related to the international economy; and
WHEREAS, Wisconsin has superb educational and governmental institutions which have much to contribute to the world-wide community; and
WHEREAS, there is a need for Wisconsin's private sector and Wisconsin's educational and governmental institutions to coordinate current globalization efforts and work together to develop new globalization programs;
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by virtue of the authority vested in me by the Constitution and laws of the state of Wisconsin, do hereby:
Create the position of Special Assistant to the Governor for Globalization (hereinafter "Special Assistant"); and
2. Provide that the Special Assistant shall be appointed by the Governor to serve at the pleasure of the Governor; and
3. Provide that the Special Assistant shall have the following duties:
a. Coordinate current programs and develop new programs that continue the state's successful record in international trade; and
b. Facilitate implementation of the recommendations of the Governor's Wisconsin International Trade Council Taskforce on International Education; and
S247 c. Provide policy counsel for technology advances that will enhance current and create new state globalization efforts; and
d. Evaluate and pilot programs that extend the Wisconsin Idea beyond the borders of the state through the creation of overseas offices/facilities and the development of international education/business/agricultureal consortiums.
4. Require all agencies of the State of Wisconsin to coordinate globalization efforts with the special Assistant; and
5. Require the Special Assistant to submit a report each year to the Governor that shall summarize the status of the State's globalization efforts and recommend programs that should be implemented to facilitate globalization.
