Relating to the Creation of the Governor's Council in Workforce Investment
WHEREAS, building a unified workforce investment system is integral to Wisconsin's maintenance of its position leading the nation with unprecedented growth and a strong economy; and
WHEREAS, a unified workforce investment system will better meet the needs of those it serves, including the needs of employers for skilled workers, and the employment needs of workers, including, new entrants to the labor force, current workers, unemployed workers, low-income workers, workers laid off due to restructuring or downsizing, and displaced homemakers; and
WHEREAS, building a unified workforce investment system recognizes the strong need for workforce preparation activities with regards to youth, particularly technical education preparation and other initiatives which develop skilled workers and high performance workplaces; and
WHEREAS, the federal Workforce Investment Act of 1998 (hereinafter "WIA") [29 U. S. Code section 2811 et seq.] represents a national consensus on the need to restructure a multitude of workforce preparation and development programs into a unified workforce investment system; and
WHEREAS, the cornerstone of this new workforce investment systems is the One Stop and Job Center system which makes available at the local level the state's training, education and employment programs in a single, customer-focused, user friendly service system; and
WHEREAS, the WIA gives each state the opportunity to build state workforce investment systems by establishing state and local workforce investment boards; and
WHEREAS, the Governor has directed all appropriate State agencies to work together to assist a new state workforce investment board; and
WHEREAS, a unified workforce investment system in Wisconsin necessitates a state workforce investment board with strong leadership, commitment and collaboration of business, labor, state and local government, educational institutions, and workforce-related organizations and committees;
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Section 14.019 of the Wisconsin Statutes, do hereby:
1. Create the Governor's Council on Workforce Investment (hereinafter "Council"); and
2. Provide that the Council shall consist of members appointed in accordance with 29 U.S. Code section 2821; and
3. Provide that the Council may include additional members concerned with workforce development, as the Governor may so designate; and
4. Provide that the Council shall be composed of no more than forty-one (41) members; and
5. Direct the Council to have the following purpose and mission:
a. Develop a unified state workforce investment plan; and
b. Develop, monitor and continuously improve a statewide system of activities that are funded under the WIA or carried out through the one-stop delivery system described in the WIA including the review of local plans, proposals for the establishment of new workforce investment programs, and the development of linkages in order to assure coordination and seamless customer service among the programs and activities described in the WIA; and
S357 c. Comment at least once annually on the measures taken under the Carl D. Perkins Vocational and Applied Technology Education Act; and
d. Design local workforce development areas as required in the WIA; and
e. Develop allocation formulas for the distribution of funds for adult employment and training activities and youth activities to local areas, as permitted by federal law; and
f. Develop and and continuously improve comprehensive state performance measures, including state adjusted levels of performance, to assess the effectiveness of the workforce investment activities in the state as required under the WIA; and
g. Provide an annual report to the Secretary of Labor and to the Governor; and
h. Develop the statewide employment statistics system described in the Wagner-Peyser Act; and
i. Develop an application for an incentive grant as required by 20 U.S. Code section 9273; and
j. Cooperate and coordinate with other state councils regarding roles and responsibilities related to workforce preparation and development; and
k. Consult, coordinate and encourage cooperation among the required One-Stop partners, as listed in 29 US Code section 2841, additional programs required by the Governor and authorized under 42 US Code 601 et seq., 7 US Code 2015(d)(4) and (o), and any other appropriate Federal, State or local program, including programs in the private sector or other human resource programs with services available through the one-stop delivery system; and
6. Under the approval of the Governor, provide direction and guidance for the Wisconsin Forward Award to advance high performance workplaces and advance other initiatives to support skilled workforce. In carrying out these responsibilities the Council on Workforce Investment may establish necessary public-private partnerships to provide ongoing operating support to the Wisconsin Forward Award and other initiatives; and
7. Provide that the Wisconsin Department of Workforce Development as the lead agency shall provide staff support for the Governor's Council on Workforce Investment with assistance from other agencies as appropriate; and
8. Direct the Secretary of the Department of Administration to provide the Council with such sums of money as are necessary for travel and operating expenses in accordance with section 20.505(3)(a) of the Wisconsin Statutes;
