Pursuant to Section 9239 (2c) of 1999 Wisconsin Act 9, I am submitting to the governor and the legislature the enclosed "transition plan" for the Wisconsin Center for the Blind and Visually Impaired (WCBVI). This plan was prepared in consultation with the Blind and Visual Impairment Education Council, also created by 1999 Wisconsin Act 9.
More details relating to the proposed implementation of the transition plan will be contained in the department's 2001-03 biennial budget proposal, which will be submitted later this year.
