SUBJECT: Dry Cleaner Environmental Response Program - A Program Evaluation Report
Sec. 292.65 (3)(e) requires that no later than January 1, 2002, the DNR shall complete a review of the Dry Cleaner Environmental Response Fund Program and submit a report on the results of that report to the Joint Committee on Finance and to the appropriate standing committees of the legislature as determined by the Speaker of the House and the President of the Senate. Attached is that report for your information and review. This report also contains an addendum by the Governor's Council on the Dry Cleaner Environmental Response Fund Program, as part of their required program review.

Dear Honorable John Gard:
The measures approved by the Joint Committee on Finance on September 26, 2000, at its Special Meeting to Approve Reports Related to MPS's Neighborhood Schools Initiative which included a motion directing MPS to "address the issue of pupil mobility and its effects on the education of [MPS] pupils who move frequently." At the same meeting, the Joint Committee on Finance also requested a report on four-year-old kindergarten (K4) student's educational programming. The pertinent motion also directed the District "to report on its actions with regard to... the issue of pupil mobility and K4 educational programming to the Committee by December, 2001." In addition, a subsequent motion directed MPS to "report annually to the Committee on the expenditure and revenue changes under the plan using similar categories and level of detail as shown in Appendix 1 in the companion document..."
As required by the quoted measure, we deliver to you with this letter the Student Mobility Report, Four-Year-Old Kindergarten Report and the Revised Fiscal Impact Report. The Student Mobility Report was prepared by a Student Mobility Task Force assembled by MPS and charged with both the analysis and the reporting required by the Committee's actions of September 26, 2000. Appropriately, the Task Force represents a broad sample of the community that MPS serves, including members from higher education, MPS's central administration, W-2 service providers and community-based and faith-based service agencies and advocacy groups. The Four-Year-Old Kindergarten Report was completed by my administrative staff using data and information from the District's records. The Revised Fiscal Impact Report was prepared by the Department of Finance.
