Enclosed is a copy of the annual report the Public Service Commission (Commission) submits to the legislature as required by Wis. Stat. § 1.11 (2)(j). It reports on the number and type of proposed actions requiring the preparation of an environmental assessment or an environmental impact statement by the Commission between July 1, 2001 and June 30, 2002.

Gathering Waters Conservancy

To the Honorable, the Assembly:
It is my pleasure to share with you a report on Gathering Waters Conservancy's activities and accomplishments for Fiscal Year 2002. This report is being submitted in accordance with the statutory requirements of s. 23.0955 (2)(b)5. Gathering Waters Conservancy has had an extremely successful year, thanks to the ongoing support of the state legislature and the Department of Natural Resources.
In 2000, Gathering Waters Conservancy adopted an ambitious strategic plan (see attached) to guide our efforts through the end of 2002. We are proud to report that we accomplished and exceeded the goals set out in that plan. Our major accomplishments for FY 2002 are described in the attached report.
Thank you again for your ongoing support and commitment to building the strength of Wisconsin's land trust community. Our efforts are paying off. There are now 45 land trusts in the state. Together these organizations have permanently protected over 100,000 acres in communities across Wisconsin. Land trusts in Wisconsin have a combined membership in the tens of thousands and hundreds of local volunteers; they have raised millions of dollars to protect critical lands that benefit the public; and they work with private landowners every day to promote stewardship and protection of our natural resources.
We look forward to continuing to work with the Department and the state legislature to achieve our mutual conservation goals. Please do not hesitate to contact me for additional information. I have also attached Gathering Waters Conservancy's annual and financial reports for FY 2002 for your review.

The University of Wisconsin System is pleased to provide you with a copy of our annual Wisconsin Environmental Policy Act (WEPA) report. In fulfillment of Section 1.11 (2)(j) Wisconsin Statutes, this document provides information on the numbers of Environmental Impact Assessments (EIA's) and Environmental Impact Statements (EIS's) completed in the past fiscal year.
This report addresses the activities of the University of Wisconsin System for the period from July 1, 2001 through June 30, 2002.

To the Honorable, the Assembly:
The Wisconsin Land Council (WLC) and the Wisconsin Land Information Board (WLIB) are submitting the attached Report to the Governor and Legislature in compliance with the provisions of §16.023 (2), Wis. Stats., and 1997 Act 27, Section 9101 (11m).
This Report details WLIB and WLC statutory charges and accomplishments, documents benefits, recommends future directions and functions to continue progress on the statutory charges, and, notes areas of common interests between the WLIB and WLC. It also details impacts of the WLIB sunset and WLC sunset, provides alternatives to the sunsets and concludes with the WLC and WLIB recommendations for continuing their functions past the September 1, 2003, sunset. A brief Summary is included at the beginning of the Report.
From their examinations, the WLIB and WLC determined that important work remains to be done and agreed that their functions need to continue beyond the September 1, 2003, sunset. The WLIB and WLC strongly support maintaining the current distribution of funding for operations and local aids.
The WLC and the WLIB studied and vigorously discussed the feasibility of combining their functions but did not reach consensus on a recommendation. The WLIB vote to combine their functions failed on a 6-6 vote. The WLIB subsequently voted 7-5 to recommend lifting the sunsets of the WLIB and WLC and preserve the continuity of both bodies. The Wisconsin Land Council voted 15-1 to sunset the WLIB and WLC and combine current WLIB and WLC statutory responsibilities and functions under one new entity with three statutorily defined working groups.
The WLC and the WLIB would like to express their appreciation for the opportunity to examine their charges and accomplishments, reevaluate activities and future directions, and, provide the Legislature and the Governor with their recommendations. We are pleased to forward this Report for your consideration.

Pursuant to s. 1.11 (2)(j), Stats., the State of Wisconsin Investment Board is pleased to report, that during fiscal year 2002, it did not consider any proposals for major actions in Wisconsin that could significantly affect the quality of the human environment. Accordingly, the agency was not required to prepare any environmental assessments or impact statements under s. 1.11, Stats.
