Relating to the Creation of the Governor's Task Force on Jails and Community Corrections
WHEREAS, holding probation and parole violators accountable for their disruptive behavior enhances the safety of communities throughout Wisconsin; and
WHEREAS, Wisconsin Sheriffs and the Wisconsin Department of Corrections must work together to maximize the efficiencies of community corrections; and
WHEREAS, through a cooperative effort, Wisconsin Sheriffs, the Department of Corrections and the residents of Wisconsin can realize the benefits of more efficiency in conducting community corrections;
NOW, THEREFORE, I SCOTT McCALLUM, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Section 14.019 of the Wisconsin Statutes, do hereby:
Create the Governor's Task Force on Jails and Community Corrections (hereinafter "Task Force") and shall consist of twelve (12) members appointed by the Governor to serve at the pleasure of the Governor; and
2. Provide that the Governor shall designate one (1) member of the Task Force as chair to serve in that capacity at the pleasure of the Governor; and
3. Provide that the Task Force shall have the following mission:
a. Study the current policies and procedures related to probation and parole holds; and
b. Seek means of efficiency in community corrections for Wisconsin Counties and the Wisconsin Department of Corrections; and
c. Generate solutions and the necessary means of implementation;
4. Require the Task Force to draft a final report due to the Governor by January 10, 2003; and
5. Direct the Department of Administration to provide the Task Force with such sums of money as are necessary for travel and operating expenses in accordance with Section 20.505(3)(a) of the Wisconsin Statutes; and
6. Provide that the Task Force shall dissolve when its final report is accepted by the Governor;
