Relating to: permitting the period for which a serious juvenile offender program participant may be placed in a juvenile secured correctional facility to be extended; prohibiting a juvenile who has been adjudicated delinquent from being transferred to an adult prison; permitting a juvenile who has been sentenced as an adult to be transferred to an adult prison on reaching 15 years of age; permitting a juvenile to be placed in a juvenile secured correctional facility only until the juvenile reaches 18 years of age; and requiring the juvenile court, when placing a juvenile who has been adjudged delinquent outside the home or when denying parental visitation with such a juvenile, to warn the parents of any applicable termination of parental rights grounds and of the conditions necessary for the juvenile to be returned to the home or for the parent to be granted visitation.

Relating to the Creation of the Governor's Task Force on Small Business Regulatory Reform
WHEREAS, small business is Wisconsin's largest employer and greatest generator of jobs; and
WHEREAS, Wisconsin's 100,000 small businesses are a key sector of Wisconsin's economy, providing more than 1.2 million jobs and $21 billion in payroll income; and
WHEREAS, 96 percent of Wisconsin businesses employ fewer than 100 employees; and
WHEREAS, regulations can be disproportionately burdensome to small businesses which have limited resources to meet the high costs of compliance in comparison to larger businesses;
NOW, THEREFORE, I SCOTT McCALLUM, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Section 14.019 of the Wisconsin Statutes, do hereby:
1. Create the Governor's Task Force on Small Business Regulatory Reform (hereinafter "Task Force") consisting of twelve (12) members appointed by the Governor to serve at the pleasure of the Governor; and
2. Provide that the Governor shall designate two (2) members of the Task Force as Co-chairs to serve at the pleasure of the Governor; and
3. Provide that the Task Force shall have the following mission:
a. Examine the existing statutory provisions, administrative rules and other state policies related to the regulatory process and recommend actions or legislative changes needed to ensure efficient and cost effective regulations; and
b.Assure smaller businesses achieve regulatory compliance without unnecessary expense or inconvenience; and
c. Review ways to reduce the negative impact of state rules and regulations on small businesses; and
4. Require state agencies to analyze the impact of their regulatory actions on small entities and determine if a rule will have a significant economic impact on a substantial level of small businesses; and
5. Direct the Department of Commerce to provide staff support to the Task Force; and
6. Direct the Department of Administration to provide the Task Force with such sums of money as are necessary for travel and operating expenses in accordance with Section 20.505(3)(a) of the Wisconsin Statutes; and
7. Provide that the Task Force issue a report to the Governor within one year of the first meeting date; and
8. Provide that the Task Force shall dissolve when its final report is accepted by the Governor.
