To the Honorable, the Legislature:
I am pleased to submit the Annual Minority Business Report for Fiscal Year 2002. This report shows that the State's commitment to ensuring opportunities for minority owned businesses to sell their goods and services to the State is still strong. In spite of challenging economic conditions, highlights in this report demonstrate that we can be proud of our continued achievements.
I am particularly pleased with the involvement of minority firms in capital financing activities. During this fiscal year, the Department of Administration's Capital Finance Office, underwrote bonds and notes totaling $260,717,402 through minority owned firms. This represented an 11.63% of the total bonds and notes contracted by the State Building Commission for Fiscal Year '02.
The State of Wisconsin Investment Board paid 5.67% of discretionary commissions to minority owned brokerage firms.
The outreach work of the State Minority Business Enterprise Program, including the annual hosting of the Business Opportunity in the Government Sector (BOGS) Workshop each spring, has been instrumental in many of our successes. These events have added a special dimension in creating strong business partnerships with the private sector to foster the spirit and intent of the State of Wisconsin Minority Business Program.
