The Senate met.
The Senate was called to order by Senator Alan Lasee.
The roll was called and the following Senators answered to their names:

Absent - None.
Absent with leave - None.
The Senate stood a moment of silent meditation.
The Senate remained standing and Senator Darling led the Senate in the pledge of allegiance to the flag of the United States of America.

The question was: Shall Senate Bill 41 pass notwithstanding the objections of the Governor?
The ayes and noes were required and the vote was: ayes, 20; noes, 11; absent or not voting, 0; as follows:
Ayes - Senators Brown, Chvala, Cowles, Darling, Ellis, S. Fitzgerald, George, Harsdorf, Kanavas, Kedzie, A. Lasee, Lazich, Leibham, Panzer, Reynolds, Roessler, Schultz, Stepp, Welch and Zien - 20.
Noes - Senators Breske, Carpenter, Decker, Erpenbach, Hansen, Jauch, M. Meyer, Moore, Risser, Robson and Wirch - 11.
Absent or not voting - None.
Failed to pass notwithstanding the objections of the Governor.

Senator Moore, with unanimous consent, asked that when the Senate adjourn, it do so in honor of Joan Audrey Morrisson McManus, activist for social justice, and a prolific writer who passed away February 20, 2003.
Senator Brown, with unanimous consent, asked that when the Senate adjourn, it do so in honor of Ho-Chunk Nation Traditional Chief Clayton Winneshiek.
Senator Panzer, with unanimous consent, asked that when the Senate adjourn, it do so in honor of Steve Sandberg, editor of the West Bend Daily News, who passed away. Steve was also employed by the Fond du Lac Reporter and provided fair, journalistic objectivity and was broadly respected.
Senators Roessler and Panzer, with unanimous consent, asked that when the Senate adjourn, it do so in honor of Ed Prescott Sr. an entrepreneur and grocer who passed away. Ed began his grocery business in Oshkosh and expanded it over the years to Fond du Lac and West Bend. Our condolences to Mrs. Prescott and the whole Prescott family for their loss.
