The Senate stood for the prayer which was offered by Senator Carol Roessler.
The Senate remained standing and Senator Ellis led the Senate in the pledge of allegiance to the flag of the United States of America.

Relating to: state finances and appropriations, constituting the executive budget act of the 2003 legislature.

The question was: Shall the vetoed portion of Senate Bill 44 pass notwithstanding the objections of the Governor (sections 2043d, 2043h, 2043s, 2043u, 2043w, 2043y, 943m and 1532m)?
The ayes and noes were required and the vote was: ayes, 21; noes, 12; absent or not voting, 0; as follows:
