Highlights of the School Performance Report show:
•
Wisconsin's 2003 graduation rate was 91.83 percent, up 1 percent from the previous year.
•
Of the state's 380 non-charter districts with high schools, 281 reported graduation rates of 95 percent or better. Eighty-nine districts reported graduation rates of 100 percent, and 50 had all of their students graduate two years in a row.
•
For the 2002-03 school year, 94 districts reported no dropouts. Six districts had a dropout rate that exceeded 4 percent, another eight districts had dropout rates between 3 percent and 3.9 percent, and 11 districts had dropout rates between 2.5 percent and 2.9 percent.
•
Attendance rates have held steady at 94 percent over the past five years. For the first time, truancy rates dipped slightly, and retention in grade declined for the second year. Both the days lost to suspension and expulsions and the number of pupils involved in this disciplinary action have fluctuated over five years.

Council on Small, Veteran and Minority Business Opportunities
March 25, 2004
The Honorable, The Senate:
On behalf of the members of the Council on Small, Veteran and Minority Business Opportunities, I bring you greetings.
The Council on Small, Veteran and Minority Business Opportunities is a statutory (15.107) advisory body to the Secretary of the Department of Administration on how to improve opportunities for small businesses interested in selling their products and services to the state and its agencies.
As required by Statutes (16.755) section 4, the Council is to submit an annual report to the Governor and to each clerk of the legislature. We hereby submit our annual report for the fiscal year ended June 30, 2003.
We hope this report and our recommendations would assist the Administration in meeting its small business goals of ensuring opportunity and participation by all and the broader economic development objectives of the "Grow Wisconsin" initiative.
