46.03 (18) (a), Wisconsin Statutes, enclosed is a copy of the 2007 Annual Report for the Special Needs Adoption and Permanency Consultation Program. A description of Department activity with comparisons to previous years and cost methodology is included in this report. The Department's adoption program finalized 724 adoptions in 2007.
