Relating to: eligibility for unemployment insurance benefits and payment of extended benefits; excluding recovery and reinvestment act moneys from the calculation of expenditure restraint payments; eligibility for participation in the programs of a community action agency; financial assistance under the Clean Water Fund Program and the Safe Drinking Water Loan Program; the confidentiality of pupil records provided to the Department of Public Instruction; financial assistance for criminal justice programs; authorizing political subdivisions to make residential energy efficiency improvement loans and impose special charges for the loans; definition of low-income household under energy and weatherization assistance programs; eligibility and notice changes for state continuation of coverage for health insurance; changes to enterprise zone jobs credits; providing an exemption from emergency rule procedures; granting rule-making authority; and making an appropriation.

Announcements, Adjournment Honors, and Remarks Under Special Privilege
Senator Jauch, with unanimous consent, asked that when the Senate adjourn, it do so in honor of Louie Muench of Cumberland, President of Louie's Finer Meats, Co. He was recently inducted into the Wisconsin Meat Industry Hall of Fame, a well-deserved honor. Along with his father Louis Sr. and two sons they have earned state, national and international honors for their homemade sausage and bratwurst. Louie's Wisconsin summer sausage, which contains cranberries, cheddar cheese and maple syrup won Louie's Finer Meats, Co. its first Wisconsin Association of Meat Processors Best of Show award in 1991. All told, the firm has earned more than 300 awards at the state, national and international level. Something Special from Wisconsin - Louie is one of the marvelous entrepreneurs who produce acclaimed products that make Wisconsin special. He has earned this distinguished recognition.
Senator Taylor, with unanimous consent, asked that when the Senate adjourn, it do so in honor of all mothers who have been a great influence in so many people's lives. Women like the Senator's grandmother who, as a widow, birthed 13 children, 5 who died; 1 in her arms and eight she raised to adulthood. She was a homeowner, landlord, and a beautician all while finding time to make a difference in the African American community by being involved in organizations and democratic politics. And women like Senator Taylor's mother, Lena Jacquelyn Taylor, is the reason she stands here today. Not just because she gave birth to the Senator Taylor, but because she dreamed for the Senator when Senator Taylor did not understand she should. She encouraged Senator Taylor when life had beaten her down and made choices for when guidance and direction were not enough. It is because of women like this that so many of us are here today. Senator Taylor celebrates the mothers in her life and all the mothers who teach, love, and inspire.
Senator Wirch, with unanimous consent, asked that when the Senate adjourn, it do so in honor of Katie Mathis. Katie is a young mother fighting leukemia and huge medical bills.
Senator Plale, with unanimous consent, asked that when the Senate adjourn, it do so in honor of Jack Bradley, who died last evening at St. Mary's Care Center in Madison. Jack was the beloved grandfather of Summer Shannon-Bradley, of his staff, and Ian Shannon-Bradley, of Senator Holperin's staff. Jack was born in Philadelphia in 1919 and would have celebrated his 90th birthday on November 1st. He was a World War II veteran, serving in the U. S. Air Force in the Pacific Theater. Part of Jack's Air Force training took place at Truax Field here in Madison, making him the first of the Shannon and Bradley families to set foot in Wisconsin. Jack loved his time in Madison and wanted to relocate here after the war. However, when his wife Lucy heard about winters in Wisconsin, she nixed that plan in a hurry! Jack was proud of his many years as a mail carrier for the U.S. Postal Service, walking a route in the Philadelphia suburbs. Three years ago, Jack's wish to live in Madison came true, when his son Doug suggested that they move here to be closer to family. In addition to his wife of 67 years, and the Shannon-Bradleys of Madison, Jack's family also includes his son Ron and family, of Phoenix, Arizona and Missoula, Montana. Jack was especially proud of the accomplishments of his six grandchildren Michael, Nicole, Tim, Kevin, Summer, and Ian and the fact that he lived long enough to have two great-grandchildren, Annabella and Oliver. His was a life well lived, with movies and music, and most importantly - his family. Please join Senator Plale in honoring the life and service of Jack Bradley.

Senator Kreitlow, with unanimous consent, asked that when the Senate adjourn, it do so in honor of W.S. Darley and Company of Chippewa Falls. This long time Wisconsin manufacturer of fire trucks and emergency equipment was recently awarded one of the Governor's Export Achievement Awards, in honor of their success in capturing world wide markets for their products. W.S. Darley and Company sells its products to over 95 countries all over the world, and over the past three years they've averaged over $16 million in export sales. Maybe most importantly, last year they expanded their operation in Chippewa Falls and added 20 new, good paying jobs to our economy.
S173 Senator Carpenter, with unanimous consent, asked that when the Senate adjourn, it do so in honor of the folks in his district who took time out of their busy days to help keep parks in the Third Senate District clean, tidy, and green for everyone to enjoy. In the month of May, Senator Carpenter has held two park clean-up days in his district, one at Wilson Park in Milwaukee, and one at Creekwood Park in Greenfield.
