  Pursuant to §234.165 (2)(b), Wis. Stats., the Wisconsin Housing and Economic Development Authority (WHEDA) has submitted its 2013-14 report, Dividends for Wisconsin, which outlines the Authority's plan for expending or encumbering Fiscal Year 2013 unencumbered general reserves. I submit this plan to you for final legislative approval.
  WHEDA certifies that $1,352,865 is available in dividends for 2013-14. Their plan, unanimously approved by the WHEDA Board, places the highest priority on economic development and job creation activities. It also provides funding for special needs housing for persons in crisis.
  Thank you for your consideration and prompt attention as we move Wisconsin forward.
