Announcements, Adjournment Honors, and Remarks Under
Special Privilege
Senator Hansen, with unanimous consent, asked that the Senate adjourn in honor of University of Wisconsin – Green Bay’s 50th Anniversary on September 2, 2015 and University of Wisconsin – Marinette’s 50th Anniversary this fall.
Senator Harris Dodd, with unanimous consent, asked that the Senate adjourn in honor of the individuals who have lost their lives to violence in Milwaukee over the summer. 113 lives have been taken in Milwaukee since January of this year. Nearly 50 lives were taken since the Senator last stood on the Senate floor. Nearly every day in her district, a person is shot or injured as a result of violence. 83% of homicides this year occurred as a result of violence through the use of a firearm. Children are dying in her district. 13 year-old Giovonnie Cameron was coming back from a prayer vigil when he was fatally shot. The prayer vigil was for his 14 year-old fried, Tariq, who died after being shot after a fireworks show near the 4th of July. 17 year-old Breanna Eskridge was shot on a porch near the end of July, making her the 3rd teenager to die in a span of just a few weeks. Sadly, children in her district are not surprised by the sound of gunshots on their block. They are no longer phased by prayer vigils and peace walks and their friends dying. For children in her district, every day is a war zone. Every day is another day where they could be shot or their family member could be shot. Senator Harris Dodd challenges the Senate to work with her to reduce violence and build safer communities for our children.
Senator Wanggaard, with unanimous consent, asked that the Senate adjourn in honor of the Burlington Little League 12U All-Star Baseball Team. This year, they earned the titles for 2015 District Champions and 2015 State Champions on their way to the Little League World Series, becoming only the second team in state history to advance to the regional title game. Unfortunately, they didn’t reach their final goal of making it to the World Series this season. However, the Burlington 12U team has won the state championship six years in a row, and they will surely have another promising season next year. Senator Wanggaard would like to honor their sportsmanship, teamwork, and tremendous talent they demonstrated throughout their journey and congratulate them on their successful season that made Wisconsin history.

Senator Darling, with unanimous consent, asked that the Senate adjourn in honor of Charlie Kubly and his parents Dr. and Sally Kubly. Charlie was a victim of depression and took his own life. A foundation has been formed in his memory to help others affected by depression.
Senator Tiffany, with unanimous consent, asked that the Senate adjourn in honor of Sergeant Einer Ingman Jr., who passed away last week. Mr. Ingman served in the United States Army and was one of five Wisconsinites to receive the Medal of Honor for his valor on the Korean War. The four others were awarded posthumously. On February 26, 1951, after taking over command of two squads when the squad leaders were injured, he single-handedly attacked a machine gun which was firing on his men, tossing a hand grenade into the emplacement and killing the crew with his rifle. He then attacked a second machine gun, killing the crew while losing part of his left ear after a grenade exploded near his head and taking a bullet to the face. Einar continued fighting, killing the remaining Chinese soldiers with his rifle and his bayonet until falling unconscious. His men went on to capture the objective and forced the opposing troops to retreat. On July 5th, 1951, Einer Ingman Jr. was presented the Medal of Honor by President Harry Truman. After the Army, he worked for a paper company for 32 years and married Mardelle Goodfellow, having seven children. Sergeant Ingman Jr. passed away on September 9, 2015, at the age of eighty-five. Today he will be laid to rest with full military honors after a funeral service in Tomahawk, WI. Flags are being flown at half-staff in his honor.
Senator Tiffany, with unanimous consent, asked that the Senate adjourn in honor of Jennifer Esser, his Chief of Staff. Today is her last session day as his Chief of Staff. She has taken a new position outside of the legislature after 16 years of service with the state legislature. Senator Tiffany would like to express his sincere gratitude for her dedication and passion for her job over the years. There are many friends and colleagues of hers in the legislature that wish her the best of luck in her future endeavors.
Senator Kapenga, with unanimous consent, asked that the Senate adjourn in honor of Sarah Gibbs, a trusted campaign volunteer and a dear friend, who saved the Senator today at his first Senate session day by driving up his suit coat that he forgot at home, and it was just in the nick of time.
Senator Shilling, with unanimous consent, asked that the Senate adjourn in honor of Nate Shilling, her oldest son, in turning 10 on August 31 and also her husband, Chris Shilling, in celebrating his birthday September 3.
Senator Shilling, with unanimous consent, asked that the Senate adjourn in honor of George Miller, who passed away on Friday, August 21, 2015. Just 10 days shy of the first day of his senior year at La Crosse Central High School, George fell victim to the growing gun violence on our state and nation. The La Crosse community has come together in support of George and his friends and family. Senator Shilling is proud of the work and discussions that administrators, teachers, community leaders, local law enforcement and George’s schoolmates have had in the wake of George’s death.
Senator Erpenbach, with unanimous consent, asked that the Senate adjourn in honor and recognition of the “Pursuit of Liberty in the Face of Injustice” by the Wisconsin NAACP Conference of Branches in Milwaukee, Dane County, Racine, Kenosha, Waukesha, Beloit and Ozaukee. They have lifted their voices through press releases, rallies and marches in support of the National NAACP Journey for Justice March, which began August 1 in Selma, Alabama, traveling through five states and concluding August 16 in Washington DC. The March highlights the critical need to adopt a policy agenda that protects the lives of Americans, jobs of our citizenry, the people’s right to vote, and addresses the need for public school and criminal justice reform. Senator Erpenbach would like to commend the Wisconsin NAACP Conference of Branches for standing on the principles of the Journey for Justice March and placing these critical issues at the fore of our current policy discourse.
Senator Risser, with unanimous consent, asked that the Senate adjourn in honor of Anne Nicol Gaylor, who passed away June 14, 2015. She had a long and distinguished career as a pioneer, activist, and reproductive rights advocate. Anne was editor and owner of the Middleton Times-Tribune. In 1974, Anne cofounded the Women’s Medical Fund and in 1976 became principal founder of the Freedom from Religion Foundation. She received numerous awards and honors before she retired after 40 years in volunteer work in the spring of 2015.
