Special Privilege
Senator Carpenter, with unanimous consent, asked that the Senate adjourn in honor of Juan Carlos Ruiz of Milwaukee. He was a man with a deep passion for social justice. As a Latino immigrant from Peru, he was dedicated to the civil rights struggle for immigrants in our state and nationally, and to challenging all forms of social inequality. Juan Carlos has a proud record of organizing to defend Milwaukee’s low income children from lead poisoning, and organizing the Latino Community.
Senator Stroebel, with unanimous consent, asked that the Senate adjourn in honor of Herb Tennies, Washington County Board of Supervisors Chairman. Mr. Tennies will retire in April after serving his community on the county board for 50 years.
Senator Darling, with unanimous consent, asked that the Seante adjourn in honor of Deputy Michael Schmidt, Ozaukee County, for saving the life of a motorist who was overdosing on heroin. Deputy Schmidt gave the driver two doses of Narcan, an anti-overdose drug, reviving the victim. The driver was transported to the hospital and made a full recovery. Stories like Deputy Schmidt’s heroism are more common now thanks to all of you. Providing Narcan to emergency personnel was a key component of the HOPE agenda authored by State Representative John Nygren. Senator Darling wants all of you to know how supporting the HOPE agenda is saving lives and making a difference in our state.

Senator Bewley, with unanimous consent, asked that the Senate adjourn in honor of Mayor Larry MacDonald of Bayfield. Larry served as Mayor for the city of Bayfield for 20 years. He was elected in 1994 and served for 10 years. He briefly retired in 2004, ran again in 2006 and served another 10 years. Some of his many accomplishments for the city include renovating the Bayfield Lakeside Pavilion, the city dock, boat ramp and the Carnegie Library and a state of the art wastewater treatment plant. Under his leadership Bayfield has been honored and recognized for its commitment to sustainable practices. Larry and his wife Julie plan to stay in Bayfield, travel and enjoy their 4 children, 8 grandchildren and 14 great grandchildren.

Max is talented and conscientious high school student in Beverly Hills, California who has recently earned his Eagle Scout award. Excelling in Math, Science and Physics Max is an honor roll student maintaining a 3.5 grade point average. He works as a personal trainer, is a member of the school debate team and is avid in photography, target and Trap shooting. He is an outstanding member of his Boy Scout troop who has relied upon his love of nature to update and improve an irrigation system at the historic Robinson Gardens located in Beverly Hills for their King Palm grove, considered the largest outside of New England. His achievement is a reflection of his leadership skills, loyalty and dedication to service and community. Max is proud of his family, his troop and all those who helped him earn the Eagle Scout award.

Senator Bewley, with unanimous consent, asked that the Senate adjourn in honor of the Hayward Co-op Girls Hockey who won the WIAA State Championship on March 5. They defeated Milwaukee University School Co-op, the team they lost to in last year’s state championship. The Hayward Co-op championship team is made up of players from Hayward, Spooner, Shell Lake, Rice Lake, Maple and Ashland.

Senator Vinehout, with unanimous consent, asked that the Senate adjourn in honor of Jean Wolfe Moen who passed away on March 11th. Jean was the wife of longtime Senator from the 31st – Rod Moen. Jean was born on March 30, 1937 in rural Independence. After graduation from high school, Jean followed her dream of becoming a nurse. She graduated from the St. Francis School of Nursing in La Crosse. Jean married the love of her life Rod Moen in 1959. Rod was serving in the Navy and Jean adjusted to life as a Navy wife. She was a supportive partner to Rod and her love and guidance was critical to their five children as they traveled to numerous places as required by Rod’s Navy career. After military retirement, Jean and Rod moved to Whitehall in beautiful western Wisconsin. Jean returned to her nursing career and provided exceptional and compassionate care at the Trempealeau County Health Care Center and the Tri-County Hospital and Nursing Home in Whitehall. Jean retired in 1999 after dedicating 42 years to nursing. Jean took pride in her accomplishments as a nurse but more importantly in raising five wonderful children, being a much-loved grandmother to eight grandchildren, and Jean valued her lasting friendships with people from all walks of life. Jean will be missed by her family, friends and all whose lives she touched.
Senator Taylor, with unanimous consent, asked that the Senate adjourn in honor and memory of a former legislative colleague, Tamara Grigsby, who unexpectedly passed away this week from health complications. Representative Grigsby served in the State Assembly from 2055 to 2013. Most recently, Tamara Grigsby worked as the appointed Director of the new Dane County Department of Equity and Inclusion. Before accepting this position, Tamara Grigsby was the Community Outreach Coordinator for Dane County Executive Joe Parisi. She was instrumental in developing a series of county public policy initiatives in 2015 known as “Access to Opportunity.” Tamara Grigsby was a community leader, driven by a desire to ensure fairness and equality for all. While we all know her as a State Representative from Milwaukee, Tamara was actually from Madison. She graduated from Madison Memorial High School, received her bachelor’s degree from the prestigious Howard University in Washington DC and earned a master’s degree from the University of Wisconsin-Madison. Senator Taylor had the distinct honor to serve with Tamara Grigsby on the Joint Committee on Finance. She was a fierce defender of her constituents and her adopted home of Milwaukee. Tamara Grigsby was only 41 years old when she passed away. Please join Senator Taylor in expressing our deepest condolences to Representative Tamara Grigsby’s family for their untimely loss.
Senator Harris Dodd, with unanimous consent, asked that the Senate adjourn in honor of the individuals who have lost their lives to violence in Milwaukee since the new year began. 23 year old Tamecca Perry was shot in the back on March 6, 2016 and as a result her and her unborn child died. Tamecca Perry and her child was not alone. 15 other individuals have died in a firearm-related homicide since January 1st: 45 year old Deondrick Byrd, 40 year old Michael Schafrik, 22 year old Dominique Parker, 24 year old Rickole Rogers, 23 year old Demarre Lott, 20 year old Trevon Harris, 31 year old Milton Hampton, 32 year old Earnest Love, 44 year old Robert Brown, 12 year old Arturo Arvelo, 45 year old Hermalinda Arvelo, 32 year old Mai Vue, 36 year old Phia Vue, 40 year old Jesus Manso-Perez, 38 year old Marvin Williams. These were sons, daughter, sisters and brothers; fathers, mothers, aunts uncles, and cousins. They had families who loved them, who cared about them, who will never get a chance to say goodbye. Last spring, Senator Harris Dodd made a promise to each of you that she would stand up here most session days and adjourn in honor of lives lost to violence and she will keep standing up and speaking out until she gets every member of this body to join her in trying to save lives. Across the nation and in our state, last year was filled with tragedies that shook our core. We cannot sit on the sidelines any more. We cannot sit and wait for change to occur or expect others to take action for us. As legislators of this state, our number one priority should be on protecting our communities. We have an obligation to the people of Wisconsin. And our people are crying out for change… they are crying out for a legislature that is willing to take a stand against gun violence and senseless death. Senator Harris Dodd wants you by her side in this fight. She am asking you to stand with her and work with her on real solutions to fighting violence in our communities. Now is the time for us to take action. Let’s make 2016 a year where we stand up and work together to make our communities safe.
Senator Harris Dodd, with unanimous consent, asked that the Senate adjourn in honor of a friend, colleague and former legislator who was taken from us way too soon. Tamara Grigsby was guided by her life in Wisconsin and her commitment to strengthening the lives of children and families. Representative Grigsby's early work with the Council on Children and Families quickly led to an interest in advocating for changes to the institutions that affect struggling people throughout Wisconsin. She became a vocal advocate, not only for changes to child welfare and W-2, but also for improvements to education, criminal justice, and all systems serving children and families. As a legislator, she served as Chair of the Assembly Committee on Children and Families and as a Member of the Joint Committee on Finance. In those roles she truly made people’s lives better, and for that I have great admiration. As a State Senator, Senator Harris Dodd has worked to champion these same causes in service to the people of Milwaukee. There is no doubt Tamara Grigsby touched many lives. She was loved by all who knew her. Her life was not in vain. She left an indelible mark on this earth.

Senate Sergeant at Arms Ted Blazel, with unanimous consent, asked that the Senate adjourn in honor of the Patriots Youth Hockey Association Squirt C1 team that won the Wisconsin Amateur Hockey Association 1C State Championship and brought the Patriots their first state title in over 20 years. The Patriots represent East Madison, Monona and Cottage Grove. The Patriots faced three tough opponents in winning the championship. In the quarterfinal game they beat Hudson, a perennial state power, 3-2 in three overtimes. In the semifinal game they beat Waukesha 3-2 in a tight game. In the championship game they faced Stevens Point on Stevens Point’s home ice and beat them in another close game 2-1 in the first overtime. The Patriots were led by head coach Marc Gerothanas and assistant coaches Zak Holmes, Matt Kennedy and Paula Gray. The players are Jacob Stertz, Jace Tourtillot, Michael Kennedy, Avery Gerothanas, Kaden Graham, William Blazel, Ethan Vitense, goalie Kiera Stack, Samuel Hawker, Owen Holmes, Adam Gray, Ethan Dudek and Jayden Arnold.
