Announcements, Adjournment Honors, and Remarks Under Special Privilege
Senator Wirch, with unanimous consent, asked that the Senate adjourn in honor of Nikki Payne of Kenosha. Nikki is a tireless community leader and advocate for many causes. She works for SEWRPC, the regional planning commission for a 7-county area including Kenosha and Racine. Nikki is a cancer survivor and gives back by giving her time to the American Cancer Society and Relay for Life. She is a member of the Kenosha Public Library Foundation Board, the 2021 Kenosha Kindness Week Committee, and the Urban League of Racine and Kenosha Board. Nikki is an enthusiastic alumna of the Delta Sigma Theta Sorority; she is the proud wife of Peter and mother to Sarah and Joey. Nikki will be celebrating her 50th birthday on May 22 with a family trip to Disneyworld, a place very special to her and her family. Happy birthday to Nikki, and thank you for your community leadership.

Senator Bewley, with unanimous consent, asked that the Senate adjourn in honor of a man who will live in the memories of countless children and adults in the small town of Haugen, Wisconsin. Can you recall the small corner grocery with creaky wooden floors, shelves stacked with boxes and cans to the ceiling, a butcher in the back cutting and wrapping meat in thick paper and tying it with a string? Swante James Hill, Sr. would be the guy at the front, sitting in a chair behind the old chunky and very loud cash register, penny candy all lined up, to the left, newspapers, almost always a day old and free, slouching to the right. It was a time so different from today. It was possible to walk on these floors, to buy bait as well as angel food cake mix, and have a cold cup of coffee. But in March, Swante’s health failed him and he passed away on April 24, 2021. Prior to owning the Village Grocery, Swante graduated from college, served in the Army in Germany, married his beloved Yvonne and raised five kids. He had a meaningful career at Carnation Corporation and Jerome foods. But it was in Haugen, from his office at the Village Grocery, that we saw the fullness of this kind man. Along with his children, Swante was active in 4H, Jaycees, Kiwanis, the Haugen Area Community Club, school sports and the American Legion. He lived a life of service, by being truthful, hardworking, generous and kind. May he and his iconic Village Grocery be long remembered.
