AB1085,1,3 1An Act to amend chapter 119 (title), 119.01 and 119.02 (1) and (2) of the statutes;
2relating to: reorganizing the Milwaukee Public School System into 5 school
3districts and creating a Milwaukee Public School Districts governing board.

Effective July 1, 1998, this bill dissolves the Milwaukee Public Schools (MPS)
and creates in its place 5 Milwaukee public school districts. Each new school district
must operate grades kindergarten to 12. Each new school board must consist of 7
members elected at large for 4-year terms. The initial election of school board mem
bers occurs at the 1998 spring election.
The bill creates a Milwaukee Public School Districts Governing Board consist
ing of one member of each Milwaukee public school board, and a 5-member Milwau
kee Public School Districts Implementation Commission. Commission members are
appointed by the state superintendent of public instruction. A majority must be resi
dents of the city of Milwaukee.
By July 1, 1997, the commission must submit to the legislature recommenda
tions on any statutory changes deemed necessary by the commission. The commis
sion must include recommendations on the allocation of the powers and duties of
MPS between the Milwaukee Public School Districts Governing Board and the new
Milwaukee school boards. The bill directs the commission to assign to the Milwaukee
Public School Districts Governing Board only those powers and duties that are best
exercised on a city-wide basis.
Finally, the bill requires the state superintendent, by January 1, 1997, to ap
point a 15-member advisory council for each new Milwaukee school district. Each
council must prepare a plan for the operation of the school district and submit the
plan to the appropriate school board when it takes office in July, 1998.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
