18unless the following requirements, as applicable, are met: the department of justice
19shall provide the department of administration with information regarding the
20source, purpose, nature and value of any gift or grant; the possibility of any future
21state costs associated with any gift; and the possibility of conflicts of interest which
22may arise by accepting any gift or grant. In addition, expenditures under this
23paragraph are subject to the following approval process involving the secretary of

1administration and the joint committee on finance. The department of justice shall
2provide the required information to the secretary of administration. If the secretary
3disapproves, the department shall not expend the moneys. If the secretary approves,
4he or she shall notify the joint committee on finance in writing of the proposed
5expenditure. If the cochairpersons of the committee do not notify the secretary that
6the committee has scheduled a meeting for the purpose of reviewing the proposed
7expenditure within 14 working days after the date of the secretary's submittal, the
8department of justice may expend the moneys in the manner approved by the
9secretary. If, within 14 working days after the date of the secretary's submittal, the
10cochairpersons of the committee notify the secretary that the committee has
11scheduled a meeting for the purpose of reviewing the proposed expenditure, the
12proposed expenditure may be made only with the approval of the committee.
