AB660,1,3 1An Act to renumber and amend 341.297 (2); to amend 341.08 (4) and 341.26
2(3) (a) 1.; and to create 73.03 (29m), 341.08 (2) (am), 341.08 (2) (cm), 341.08 (8)
3and 341.297 (2) (b) of the statutes; relating to: farm truck registration.
Analysis by the Legislative Reference Bureau
Under current law, farm trucks having a gross weight of 12,000 pounds or less
may be registered on a biennial basis for a fee of $42. This bill requires that each
application for registration of a farm truck having a gross weight of not more than
12,000 pounds include a certification that the applicant had or expects to have at
least $6,000 in gross farm profits in the current taxable year or at least one of the 2
previous taxable years. The bill also requires the department of revenue to include
a place on an appropriate tax form for a certification that the taxpayer earned at least
$6,000 in gross farm profits in the applicable taxable year.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB660, s. 1 4Section 1. 73.03 (29m) of the statutes is created to read:
AB660,1,75 73.03 (29m) To provide on an appropriate tax form, as determined by the
6secretary of revenue, a place for taxpayers to certify that they had at least $6,000 in
7gross farm profits, as defined in s. 71.58 (4), for the applicable taxable year.
AB660, s. 2 8Section 2. 341.08 (2) (am) of the statutes is created to read:

1341.08 (2) (am) If the applicant is a natural person registering a farm truck
2under s. 341.26 (3) (a) 1., the applicant's social security number.
AB660, s. 3 3Section 3. 341.08 (2) (cm) of the statutes is created to read:
AB660,2,84 341.08 (2) (cm) If the applicant is registering a farm truck under s. 341.26 (3)
5(a) 1., certification that the applicant had at least $6,000 in gross farm profits, as
6defined in s. 71.58 (4), in at least one of the 2 previous taxable years, or that the
7applicant expects to have at least $6,000 in gross farm profits, as defined in s. 71.58
8(4), in the current taxable year.
AB660, s. 4 9Section 4. 341.08 (4) of the statutes is amended to read:
AB660,2,1810 341.08 (4) Applications for renewal of registration shall contain the
11information required in sub. (2) for original applications or such parts thereof as the
12department deems necessary to assure the proper registration of the vehicle, except
13that all applications for renewal of registration of farm trucks under s. 341.26 (3) (a)
141. shall contain the information specified in sub. (2) (am) and (cm)
. The department
15may require that applications for renewal of registration be accompanied by the
16certificate of title issued for the vehicle only when the true ownership or proper
17registration of the vehicle is in doubt and cannot be resolved from records maintained
18by the department.
AB660, s. 5 19Section 5. 341.08 (8) of the statutes is created to read:
AB660,2,2320 341.08 (8) The department may not disclose a social security number obtained
21from an applicant under sub. (2) (am) to any person except to the department of
22revenue for the sole purpose of determining the applicant's eligibility to register the
23farm truck under s. 341.26 (3) (a) 1.
AB660, s. 6 24Section 6. 341.26 (3) (a) 1. of the statutes is amended to read:

1341.26 (3) (a) 1. For each farm truck having a gross weight of 12,000 pounds
2or less, a biennial fee of $42. Registration plates issued under this subdivision expire
3on the last day of February of even-numbered years.
AB660, s. 7 4Section 7. 341.297 (2) of the statutes is renumbered 341.297 (2) (a) and
5amended to read:
AB660,3,106 341.297 (2) (a) A farm truck having a gross weight of 12,000 pounds or less, as
7specified in s. 341.26 (3) (a) 1. The registration period for such a farm truck begins
8on March 1 of an even-numbered year and ends on the last day of February of the
9next even-numbered year
All such farm trucks shall be registered by the department
10according to the monthly series of registration prescribed by par. (b)
.
AB660, s. 8 11Section 8. 341.297 (2) (b) of the statutes is created to read:
AB660,3,1612 341.297 (2) (b) There are established 24 registration periods, each to be
13designated by a calendar month and to start on the first day of such month and end
14on the last day of the 24th month from the date of commencing. The department shall
15so administer the monthly series system of registration as to distribute the work of
16registering farm trucks as uniformly as practicable throughout the calendar year.
AB660, s. 9 17Section 9. Effective dates. This act takes effect on January 1, 1997, except
18as follows:
AB660,3,20 19(1) The treatment of section 73.03 (29m) of the statutes takes effect on the day
20after publication.
