AB100, s. 12 Section 12. 13.64 (1) (a) of the statutes is amended to read:

AB100,122,8 13.64 (1) (a) If the principal is an individual, the name and address of the individual's employer, if any, or the individual's principal place of business if self-employed, and a description of the business activity in which the individual or the individual's employer is engaged and the individual's social security number.

AB100, s. 13 Section 13. 13.64 (2) of the statutes is amended to read:

AB100,122,21 13.64 (2) The registration shall expire on December 31 of each even-numbered year. The board shall refuse to accept a registration statement filed by an individual who does not provide his or her social security number. The board shall refuse to accept a registration statement filed by an individual or shall suspend any existing registration of an individual for failure of the registrant to pay court-ordered payments of child or family support, maintenance, birth expenses, medical expenses or other expenses related to the support of a child or former spouse as provided in a memorandum of understanding entered into under s. 49.857. If all lobbying by or on behalf of the principal which is not exempt under s. 13.621 ceases, the board shall terminate the principal's registration and any authorizations under s. 13.65 as of the day after the principal files a statement of cessation and expense statements under s. 13.68 for the period covering all dates on which the principal was registered.

AB100, s. 14 Section 14. 13.83 (3) (f) 5. of the statutes is amended to read:

AB100, s. 15 Section 15. 13.94 (1) (eg) of the statutes is amended to read:

AB100,123,6 13.94 (1) (eg) Annually conduct a financial audit of the gaming board division of gaming in the department of administration and biennially conduct a performance evaluation audit of the gaming board division of gaming in the department of administration. The legislative audit bureau shall file a copy of each audit report under this paragraph with the department of justice and with the distributees specified in par. (b).

AB100, s. 16 Section 16. 13.94 (1) (em) of the statutes is amended to read:

AB100,123,15 13.94 (1) (em) Annually conduct a financial audit of the state lottery, and, to the extent of the department of revenue's participation, of any multistate multijurisdictional lotteries in which the state participates under ch. 565, and biennially conduct a performance audit of the state lottery and, to the extent of the department of revenue's participation, of those multistate multijurisdictional lotteries, as provided in s. 565.37 (1). The legislative audit bureau shall file a copy of each audit report under this paragraph with the department of justice and with the distributees specified in par. (b).

AB100, s. 17 Section 17. 13.94 (1s) (bm) of the statutes is amended to read:

AB100,123,19 13.94 (1s) (bm) The legislative audit bureau may charge the gaming board department of administration for the cost of the audits required to be performed under sub. (1) (eg).

AB100, s. 18 Section 18. 13.94 (7) of the statutes is repealed.

AB100, s. 19 Section 19. 14.015 (2) (a) 4m. of the statutes is created to read:

AB100, s. 20 Section 20. 14.017 (2) of the statutes is amended to read:

AB100,124,14 14.017 (2) State council on alcohol and other drug abuse. There is created in the office of the governor a state council on alcohol and other drug abuse consisting of the governor, the attorney general, the secretary of education state superintendent of public instruction, the secretary of health and social services, the commissioner of insurance, the secretary of corrections, the secretary of transportation and the chairperson of the pharmacy examining board, or their designees; a representative of the controlled substances board; a representative of any governor's committee or commission created under subch. I of ch. 14 to study law enforcement issues; 6 members, one of whom is a consumer representing the public at large, with demonstrated professional, research or personal interest in alcohol and other drug abuse problems, appointed for 4-year terms; a representative of an organization or agency which is a direct provider of services to alcoholics and other drug abusers; a member of the Wisconsin County Human Service Association, Inc., who is nominated by that association; and 2 members of each house of the legislature, representing the majority party and the minority party in each house, chosen as are the members of standing committees in their respective houses. Section 15.09 applies to the council.

AB100, s. 21 Section 21. 14.017 (3) of the statutes is created to read:

AB100,124,17 14.017 (3) Standards development council. (a) There is created in the office of the governor a standards development council consisting of all of the following:

AB100,124,18 1. The lieutenant governor, who shall serve as chairperson of the council.

AB100,124,20 2. A representative of the department of public instruction appointed by the state superintendent of public instruction.

AB100,124,23 3. The chairpersons of the committees in the assembly and senate whose subject matter is elementary and secondary education or members of those committees designated by the chairpersons.

AB100,124,25 4. The ranking minority member of each of the committees under subd. 3. or members of those committees designated by the ranking minority members.

AB100,125,2 5. One member appointed by the governor to serve at the pleasure of the governor.

AB100,125,3 (b) Section 15.09 applies to the standards development council.

AB100, s. 22 Section 22. 14.20 of the statutes is created to read:

AB100,125,5 14.20 Literacy improvement aids. (1) In this section:

AB100,125,6 (a) "Local governmental unit" has the meaning given in s. 16.97 (7).

AB100,125,7 (b) "Nonprofit organization" has the meaning given in s. 108.02 (19).

AB100,125,10 (2) From the appropriation under s. 20.525 (1) (f), the governor may provide a grant to any local governmental unit or nonprofit organization for support of a literacy improvement program.

AB100, s. 23 Section 23. 14.23 of the statutes is created to read:

AB100,125,17 14.23 Standards development council. (1) By the effective date of this subsection .... [revisor inserts date], the governor shall submit to the standards development council pupil academic standards in mathematics, science, reading and writing, geography and history. The council shall review the standards and may modify them. By September 15, 1997, the council shall transmit its recommended standards to the governor.

AB100,125,20 (2) By October 15, 1997, the governor shall approve or disapprove the recommended standards. If the governor approves the standards, he or she may issue the approved standards as an executive order.

AB100,125,23 (3) The council shall periodically review the standards issued under sub. (2) and may recommend changes to the governor. If the governor approves the changes he or she may issue them as an executive order.

AB100, s. 24 Section 24. 14.40 (1) of the statutes is amended to read:

AB100,126,7 14.40 (1) Annually not later than July 1, each legislative, administrative and judicial agency of the state government shall submit to the secretary of state a list of all positions within that agency outside the classified service and above the clerical level, excluding the faculties under the jurisdiction of the board of regents of the University of Wisconsin System and the department of education public instruction, which are filled by appointment, and the term if there is one, together with the name of the incumbent and the date of his or her appointment.

AB100, s. 25 Section 25. 14.563 (title) of the statutes is repealed.

AB100, s. 26 Section 26. 14.563 (1) of the statutes is renumbered 15.103 (4) and amended to read:

AB100,126,14 15.103 (4) Division of trust lands and investments. There is created a division of trust lands and investments which is attached to the office of the state treasurer department of administration under s. 15.03. This division is under the direction and supervision of the board of commissioners of public lands.

AB100, s. 27 Section 27. 14.82 (1) (intro.) of the statutes is amended to read:

AB100,127,11 14.82 (1) Minnesota-Wisconsin. (intro.) There is created a commission of 5 citizens nominated by the governor, and with the advice and consent of the senate appointed, for staggered 5-year terms, to represent this state on the joint Minnesota-Wisconsin boundary area commission. Any vacancy shall be filled for the balance of the unexpired term. To assist the commission, there is created a legislative advisory committee comprising 4 senators and 6 representatives to the assembly appointed as are the members of standing committees in their respective houses, and a technical advisory committee of 2 members appointed by the governor and one member each appointed by the governing board or head of the following agencies, to represent such agencies: the department of justice, the department of administration, the department of agriculture, trade and consumer protection, the department of natural resources, the department of health and family services, the public service commission, the department of tourism and the department of commerce. The members of the commission and the members of its advisory committees shall serve without compensation but shall be reimbursed for actual and necessary expenses incurred in the performance of their duties, from the appropriation made by s. 20.315 (1) (q), on vouchers approved by the Wisconsin member of the commission selected to serve as its chairperson or vice chairperson. All other expenses incurred by the commission in the course of exercising its powers and duties, unless met in some other manner specifically provided by statute, shall be paid by the commission out of its own funds.

AB100, s. 28 Section 28. 14.90 (2) of the statutes is amended to read:

AB100,127,16 14.90 (2) The members of the commission shall serve without compensation but shall be reimbursed from the appropriation under s. 20.505 (3) (be) (a) for actual and necessary expenses incurred in the performance of their duties. The commission has the powers and duties granted and imposed under s. 39.80.

AB100, s. 29 Section 29. 14.90 (3) of the statutes is amended to read:

AB100,127,20 14.90 (3) From the appropriation under s. 20.505 (3) (be) (a), the department of administration shall pay the costs of membership in and costs associated with the midwestern higher education compact.

AB100, s. 30 Section 30. Subchapter VI of chapter 14 [precedes 14.91] of the statutes is repealed.

AB100, s. 31 Section 31. 15.01 (2) of the statutes is amended to read:

AB100,128,8 15.01 (2) "Commission" means a 3-member governing body in charge of a department or independent agency or of a division or other subunit within a department, except for the education commission which shall consist of 11 members, the Wisconsin waterways commission which shall consist of 5 members, the parole commission which shall consist of 5 members and the Fox river management commission which shall consist of 7 members. A Wisconsin group created for participation in a continuing interstate body, or the interstate body itself, shall be known as a "commission", but is not a commission for purposes of s. 15.06. The parole commission created under s. 15.145 (1) shall be known as a "commission", but is not a commission for purposes of s. 15.06.

AB100, s. 32 Section 32. 15.01 (6) of the statutes is amended to read:

AB100,128,20 15.01 (6) "Division," "bureau," "section" and "unit" means the subunits of a department or an independent agency, whether specifically created by law or created by the head of the department or the independent agency for the more economic and efficient administration and operation of the programs assigned to the department or independent agency. The office of justice assistance in the department of administration and the office of credit unions in the department of financial institutions have the meaning of "division" under this subsection. The office of health care information in the office of the commissioner of insurance, the office of the long-term care ombudsman under the board on aging and long-term care and the office of educational accountability in the department of education public instruction have the meaning of "bureau" under this subsection.

AB100, s. 33 Section 33. 15.02 (1) of the statutes is amended to read:

AB100,128,24 15.02 (1) Separate constitutional offices. The governor, lieutenant governor, secretary of state, state superintendent of public instruction and state treasurer each head a staff to be termed the "office" of the respective constitutional officer.

AB100, s. 34 Section 34. 15.02 (3) (c) 2. of the statutes is amended to read:

AB100,129,6 15.02 (3) (c) 2. The principal subunit of the division is the "bureau". Each bureau shall be headed by a "director". The office of health care information in the office of the commissioner of insurance, the office of the long-term care ombudsman under the board on aging and long-term care and the office of educational accountability in the department of education public instruction have the meaning of "bureau" under this subdivision.

AB100, s. 35 Section 35. 15.04 (1) (h) of the statutes is repealed.

AB100, s. 36 Section 36. 15.06 (1) (a) of the statutes is amended to read:

AB100,129,12 15.06 (1) (a) Except as otherwise provided in this subsection and s. 15.37, the members of commissions shall be nominated by the governor, and with the advice and consent of the senate appointed, for staggered 6-year terms expiring on March 1 of the odd-numbered years.

AB100, s. 37 Section 37. 15.06 (2) (c) of the statutes is repealed.

AB100, s. 38 Section 38. 15.06 (3) (a) 6. of the statutes is repealed.

AB100, s. 39 Section 39. 15.06 (4) of the statutes is amended to read:

AB100,129,19 15.06 (4) Chairperson; administrative duties. The administrative duties of each commission, other than the education commission, shall be vested in its chairperson, to be administered by the chairperson under the statutes and rules of the commission and subject to the policies established by the commission.

AB100, s. 40 Section 40. 15.06 (4m) of the statutes is amended to read:

AB100,129,25 15.06 (4m) Executive assistant. Each commission chairperson under s. 230.08 (2) (m) and each commissioner of the public service commission may appoint an executive assistant to serve at his or her pleasure outside the classified service. The executive assistant shall perform duties as the chairperson or commissioner prescribes.

AB100, s. 41 Section 41. 15.06 (5) of the statutes is amended to read:

AB100,130,6 15.06 (5) Frequency of meetings; place. Every commission shall meet on the call of the chairperson or a majority of its members, except that the education commission shall meet on the call of the chairperson or a majority of its voting members. Every commission shall maintain its offices in Madison, but may meet or hold hearings at such other locations as will best serve the citizens of this state.

AB100, s. 42 Section 42. 15.06 (6) of the statutes is amended to read:

AB100,130,12 15.06 (6) Quorum. A majority of the membership of a commission constitutes a quorum to do business, except that a majority of the voting members of the education commission constitutes a quorum to do business and except that vacancies shall not prevent a commission from doing business. This subsection does not apply to the parole commission.

AB100, s. 43 Section 43. 15.07 (1) (a) 1. of the statutes is created to read:

AB100,130,15 15.07 (1) (a) 1. Members of the higher educational aids board shall be appointed by the governor without senate confirmation.

AB100, s. 44 Section 44. 15.07 (1) (b) 16. of the statutes is repealed.

AB100, s. 45 Section 45. 15.07 (1) (cm) of the statutes is amended to read:

AB100,131,12 15.07 (1) (cm) The term of one member of the ethics board shall expire on each May 1. The terms of 3 members of the development finance board appointed under s. 15.155 (1) (a) 6. shall expire on May 1 of every even-numbered year and the terms of the other 3 members appointed under s. 15.155 (1) (a) 6. shall expire on May 1 of every odd-numbered year. The terms of the 3 members of the land and water conservation board appointed under s. 15.135 (4) (b) 2. shall expire on January 1. The term of the member of the land and water conservation board appointed under s. 15.135 (4) (b) 2m. shall expire on May 1 of an even-numbered year. The terms of members of the real estate board shall expire on July 1. The terms of the appraiser members of the real estate appraisers board and the terms of the auctioneer and auction company representative members of the auctioneer board shall expire on May 1 in an even-numbered year. The terms of the 4 members of the educational technology board appointed under s. 15.105 (26) (a) 1., 3., 6. and 9. shall expire on May 1 in an even-numbered year. The terms of the members of the public intervenor board shall expire as provided in s. 15.345 (4) (b). The terms of 3 members of the gaming board appointed under s. 15.64 shall expire on July 1 of an even-numbered year and the terms of the other 2 members shall expire on July 1 of an odd-numbered year. The terms of 4 of the members of the state emergency response board, except the administrator of the division of emergency management in the department of military affairs, shall expire on May 1 of each year.

AB100, s. 46 Section 46. 15.07 (2) (f) of the statutes is amended to read:

AB100,131,16 15.07 (2) (f) The secretary of education state superintendent of public instruction or his or her designated representative shall serve as chairperson of the school district boundary appeal board.

AB100, s. 47 Section 47. 15.07 (2) (L) of the statutes is created to read:

AB100,131,19 15.07 (2) (L) The secretary of commerce or his or her designated representative shall serve as chairperson of the recycling market development board.

AB100, s. 48 Section 48. 15.07 (5) (i) of the statutes is created to read:

AB100,131,21 15.07 (5) (i) Members of the educational approval board, $25 per day.

AB100, s. 49 Section 49. 15.103 (1m) of the statutes is created to read:

AB100,131,24 15.103 (1m) Division of gaming. There is created in the department of administration a division of gaming.

AB100, s. 50 Section 50. 15.105 (4) of the statutes is amended to read:

AB100,132,11 15.105 (4) Public records board. There is created a public records board which is attached to the department of administration under s. 15.03. The public records board shall consist of the governor, the secretary of administration, the director of the historical society, the attorney general, the state auditor, the director of state courts and the director of the legislative council staff, or their designated representatives, and a representative of the small business community, a representative of a local unit of government, as defined in s. 106.215 (1) (e), and one other member 2 representatives having experience in records management or information technology, as defined in s. 16.97 (6), one of whom shall be an officer or employe of an agency, as defined in s. 16.70 (1), and one of whom shall be an officer or employe of a private business located in this state.

AB100, s. 51 Section 51. 15.105 (16) of the statutes is repealed.

AB100, s. 52 Section 52. 15.105 (25) of the statutes is created to read:

AB100,132,18 15.105 (25) Technology for educational achievement in Wisconsin board. There is created a technology for educational achievement in Wisconsin board which is attached to the department of administration under s. 15.03. The board shall consist of the state superintendent of public instruction, the secretary of administration, and the following members appointed for 4-year terms:

AB100,132,20 (a) A member of the board of regents of the University of Wisconsin System, appointed by the president of the University of Wisconsin System.

AB100,132,22 (b) A member of the technical college system board, appointed by the president of the technical college system board.

AB100,132,23 (c) Five other members.
