1An Act to renumber and amend 174.12 (3);
to amend 59.54 (20); and
to create
2174.14 of the statutes;
relating to: local regulation of dogs based on breed.

This bill prohibits a city, village, town or county from enacting or enforcing any
provision that is based on breed in an ordinance for the regulation of dogs.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 59.54 (20) of the statutes is amended to read:

(20) Dogs running at large. The board may enact ordinances regulating
5the keeping, apprehension, impounding and destruction of dogs outside the
6corporate limits of any city or village, but such ordinances shall not conflict with ss.

and, 174.042
and 174.14 (2), and such ordinances may not apply in any town
8that has enacted an ordinance under s. 60.23 (30).

2. 174.12 (3) of the statutes is renumbered 174.14 (1) and amended
10to read:

3regulating of dogs, or repeal or annul any existing statute or ordinance or local
4regulation governing the keeping and regulating of dogs

51920, except as provided in sub. (2) and except that no town, village or city
shall may 6pass any ordinance for the licensing of dogs, and all town, village or city ordinances
7and local regulations licensing dogs
then in force shall be null and are void.
