SB364,4,1816 (d) Nominations. For each vacancy on the council under par. (c) 1. to 9. and 11.,
17the entity authorized to nominate a member shall provide the names of 3 qualified
18persons to the state superintendent of public instruction.
SB364,4,2019 (e) Terms. Members of the council shall serve 3-year terms except that the
20student appointed under par. (c) 13. shall serve a 2-year term.
SB364,4,2221 (f) Meetings. The council shall meet on a regular basis and at least twice each
22year.
SB364, s. 2 23Section 2 . 115.42 of the statutes is created to read:
SB364,4,25 24115.42 Professional standards council for teachers. The professional
25standards council for teachers shall do all of the following:

1(1) Advise the state superintendent on standards for the licensure of teachers,
2including initial licensure and maintenance and renewal of licenses, to ensure the
3effective teaching of a relevant curriculum in Wisconsin schools.
SB364,5,5 4(2) Propose to the state superintendent standards for evaluating and
5approving teacher education programs, including continuing education programs.
SB364,5,7 6(3) Provide to the state superintendent an ongoing assessment of the
7complexities of teaching and the status of the teaching profession in this state.
SB364,5,9 8(4) Propose to the state superintendent policies and practices for school boards
9and state and local teacher organizations to use in developing effective teaching.
SB364,5,11 10(5) Propose to the state superintendent standards and procedures for revoking
11a teaching license.
SB364,5,15 12(6) Propose to the state superintendent ways to recognize excellence in
13teaching, including the assessment administered by the National Board for
14Professional Teaching Standards and master educator licensure, and to assist
15teachers to achieve excellence in teaching.
SB364,5,18 16(7) Propose to the state superintendent effective peer assistance and peer
17mentoring models, including evaluation systems, and alternative teacher dismissal
18procedures for consideration by school boards and labor organizations.
SB364,5,21 19(8) Review and make recommendations regarding administrative rules
20proposed by the department that relate to teacher preparation, licensure and
21regulation.
SB364,5,23 22(9) Propose to the state superintendent alternative procedures for the
23preparation and licensure of teachers.
SB364,6,2 24(10) At the request of the state superintendent, review and assess complaints,
25suggestions or inquiries relating to the licensure and preparation of school personnel

1or other educational matters and advise the state superintendent regarding
2appropriate responses or actions.
SB364,6,5 3(11) Report annually to the standing committees in each house of the
4legislature that deal with education matters on the activities and effectiveness of the
5council.

SB364,7,47 (1) Initial appointments. Notwithstanding section 15.377 (8) (e) of the
8statutes, as created by this act, the initial terms of one of the members appointed

12created by this act, the member appointed under section 15.377 (8) (c) 10. of the
13statutes, as created by this act, and the member appointed under section 15.377 (8)
14(c) 12. of the statutes, as created by this act, expire on July 1, 1999; the initial terms
15of one of the members appointed under section 15.377 (8) (c) 2. of the statutes, as
16created by this act, the member appointed under section 15.377 (8) (c) 4. of the
17statutes, as created by this act, one of the members appointed under section 15.377
18(8) (c) 5. of the statutes, as created by this act, the member appointed under section
1915.377 (8) (c) 6. of the statutes, as created by this act, the member appointed under
20section 15.377 (8) (c) 7. of the statutes, as created by this act, and the member
21appointed under section 15.377 (8) (c) 13. of the statutes, as created by this act, expire
22on July 1, 2000; and the initial terms of one of the members appointed under section
