SB381,1,2 1An Act to amend 346.24 (1) of the statutes; relating to: requiring vehicles to
2stop and yield the right-of-way to pedestrians and bicyclists.

Under current law, the operator of a vehicle is required to yield the
right-of-way to a pedestrian or bicyclist who is crossing a highway, within a marked
or unmarked crosswalk, where traffic is not controlled by a traffic control signal or
traffic officer. Yielding the right-of-way includes stopping if necessary. Failure to
yield the right-of-way to a pedestrian or bicyclist may result in a forfeiture of not less
than $30 nor more than $300, except a bicyclist who fails to yield the right-of-way
may be required to forfeit not more than $20.
This bill requires the vehicle operator to stop when yielding the right-of-way
to a pedestrian or bicyclist.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SB381,2,24 346.24 (1) At an intersection or crosswalk where traffic is not controlled by
5traffic control signals or by a traffic officer, the operator of a vehicle shall stop and
6yield the right-of-way to a pedestrian, or to a person riding a bicycle in a manner

1which is consistent with the safe use of the crosswalk by pedestrians, who is crossing
2the highway within a marked or unmarked crosswalk.
