SB412,1,1 1An Act relating to: registration requirements for landscape architects.

Under current law, with certain exceptions, a person may not use the title,
"landscape architect", unless he or she is is registered as a landscape architect with
the examining board of architects, landscape architects, professional geologists,
professional engineers, designers and land surveyors (board). To qualify for
registration, an applicant must do all of the following:
1. Pay a fee.
2. Not have an arrest or conviction record that substantially relates to the
practice of landscape architecture.
3. Pass an examination.
4. Have one of the following: a) a bachelor's or master's degree in landscape
architecture and at least 2 years of practical experience in landscape architecture;
or b) a specific record of 7 years of training and experience in the practice of landscape
architecture, including at least 2 years of courses in landscape architecture and 4
years of practical experience.
A person who applied to the board for registration before December 31, 1995,
was not required to pass the examination or satisfy the 4th requirement described
above. Instead, the board was required to register such a person if he or she paid the
fee, satisfied the arrest or conviction record requirement and had at least 7 years of
training and experience in the practice of landscape architecture.
This bill establishes a 12-month period in which the board must register as a
landscape architect an applicant who does all of the following:
1. Pays the fee.
2. Satisfies the arrest or conviction record requirement.
3. Has received a bachelor's or master's degree in landscape architecture.
4. Has completed, prior to December 31, 1995, at least 7 years of training and
experience in the practice of landscape architecture.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB412, s. 1 1Section 1. Nonstatutory provisions.
SB412,2,22 (1) Waiver of examination required for registration as landscape architect.
SB412,2,113 (a) Notwithstanding sections 440.035, 443.09 (4m) and 443.10 (2) (c) of the
4statutes, the examining board of architects, landscape architects, professional
5geologists, professional engineers, designers and land surveyors shall register as a
6landscape architect, and grant a certificate of registration to, any individual who, no
7later than the last day of the 12th month beginning after the effective date of this
8paragraph, submits an application for registration as a landscape architect, pays the
9fee under section 440.05 (1) of the statutes, satisfies the eligibility requirement
10under section 443.09 (2) of the statutes and submits satisfactory evidence to the
11examining board that he or she has done all of the following:
SB412,2,13 121. Received a bachelor's or master's degree specified in section 443.035 (1) (a)
13of the statutes.
SB412,2,16 142. Completed, prior to December 31, 1995, at least 7 years of training and
15experience in the practice of landscape architecture that is approved by the
16examining board.
SB412,2,1917 (b) A registration under paragraph (a) has the same force and effect as a
18registration as a landscape architect under chapter 443 of the statutes and may be
19renewed under section 443.10 (2) (e) of the statutes.
