21authority shall have power may by its trust indenture, mortgage, lease or other
22contract to confer upon any obligee holding or representing a specified amount in
23bonds, lease or other obligations, the right upon the happening of an "event of

2the appointment of a receiver of any housing project of the authority or any part or

and operate and maintain same it, and collect and receive all fees, rents,
6revenues or other charges thereafter arising therefrom in the same manner as the
7authority itself might do and. The receiver shall keep such the moneys in a separate
8account or accounts and apply the same moneys in accordance with the obligations
9of the authority as the a court shall direct directs.

11require the authority and the its commissioners thereof to account as if it and they
12were the trustees of an express trust.

15that may be conferred upon such an obligee of the authority by law or by any contract

2upon the authority by other provisions of ss. 66.40 66.1201 to 66.404 66.1211, the
3authority is empowered to may borrow money or accept grants from the federal

may undertake, to take over any land acquired by the federal
6government for the construction or operation of a housing project, to take over or
7lease or manage any housing project constructed or owned by the federal
8government, and to these ends, to enter into such any contracts, mortgages, trust
9indentures, leases or other agreements as that the federal government may require
10including agreements that the federal government shall have the right to may
11supervise and approve the construction, maintenance and operation of such the
12housing project. It is the purpose and intent of this section to authorize every council
13to do any and all things
A council may take any action necessary to secure the
14financial aid and the cooperation of the federal government in the undertaking,
15construction, maintenance and operation of any housing project which the authority
16is empowered to may undertake.
AB710,277,25 17(22) Tax exemption and payments in lieu of taxes. The property of an authority
18is declared to be public property used for essential public and governmental purposes
19and such the property and an authority shall be are exempt from all taxes of the state
20or any state public body; provided, however,, except that the city in which a project
21or projects are located may fix a sum to be paid annually in lieu of such taxes by the
22authority for the services, improvements or facilities furnished to such project or
23projects
the property of the authority by such the city, but in no event shall such sum.
24The amount paid in lieu of taxes may not
exceed the amount that would be levied as
25the annual tax of such the city upon such the project or projects.

1(24) (a) When a housing authority has the approval of the council for any
2project authorized under sub. (9) (a) or (b), the authority shall complete and approve
3plans, specifications and conditions in connection therewith for carrying out such the
4project, and shall then advertise by publishing a class 2 notice, under ch. 985, for bids
5for all work which the authority must do by contract. The authority is not required
6to submit for bidding any contract in an amount of $25,000 or less, but if the
7estimated cost of the contract is between $10,000 and $25,000, the authority shall
8give a class 2 notice, under ch. 985, of the proposed work before the contract is entered
9into. A contract subject to bidding shall be awarded to the lowest qualified and
10competent bidder. Section 66.29 shall apply 66.0901 applies to such the bidding.

12without submitting the contract for bids as required by par. (a) if all of the following
13apply

1866.1105, 66.1301 to 66.1329, 66.1331 or 66.1333 if the community development
19authority is proceeding under this paragraph as provided by s. 66.4325 66.1335 (4);.

21after completion of the project; and.
AB710,278,25 22(25) (a) In any city or village the city council or village board by resolution or
23ordinance, or the electors by referendum under s. 9.20, may provide that require the
24authority shall to liquidate and dispose of a particular project or projects held and
25operated under ss. 66.40 66.1201 to 66.404 66.1211 or 66.43 66.1331.

1(b) Whenever If liquidation and disposal of a project is provided for under par.
2(a) the housing authority or other designated agency shall sell such the project to the
3highest bidder after public advertisement, or transfer it to any state public body
4authorized by law to acquire such the project. No such project shall may be sold for
5less than its fair market value as determined by a board of 3 licensed appraisers
6appointed by the city council or village board.

8for the payment and retirement of all outstanding obligations in connection with the
9project, together with interest thereon on the obligations and any premiums
10prescribed for the redemption of any bonds, notes or other obligations before
11maturity.

13(c) shall be distributed in accordance with the federal law applicable at the time of
14the liquidation and disposal of the project. If no federal law is applicable to the
15liquidation and disposal of the project all of such remaining proceeds shall be paid
16to the city or village.
AB710,279,1917 (e) If the highest bid received is insufficient for the payment of all obligations
18set forth in par. (c) the project shall not be sold unless the city or village provides
19sufficient additional funds to discharge such the obligations.

21shall exercise any option available to it for the payment and redemption of
22outstanding obligations set forth in par. (c) before maturity, if the city or village
23provides funds for such payment and redemption.
AB710,280,224 (h) The term In this subsection, "outstanding obligations" or "obligations" as
25used herein
includes bonds, notes or evidences of indebtedness, as well as aids,

1grants, contributions or loans made by or received from any federal, state or local
2political government or agency.
AB710,280,8 3(26) Dissolution of housing authority. Any housing authority may be
4dissolved upon adoption of an ordinance or resolution by the council or village board
5concerned declaring that the need therefor for the authority no longer exists, that all
6projects under such the authority's jurisdiction have been disposed of, that there are
7no outstanding obligations or contracts and that no further business remains to be
8transacted by such the authority.

13its housing projects in an efficient manner so as to enable it to fix the rentals for
14dwelling accommodations at the lowest possible rates consistent with its providing
15decent, safe and sanitary dwelling accommodations, and that no housing authority
16shall construct or operate any such project for profit, or as a source of revenue to the
17city.
AB710,280,22 18(2) To this end an An authority shall fix the rentals for dwellings in its projects
19at no higher rates than it shall find to be finds necessary in order to produce revenues
20which (, together with all other available moneys, revenues, income and receipts of
21the authority from whatever sources derived), will be sufficient to accomplish all of
