Whereas, Social Security is an important source of income for many senior
4citizens; and

Whereas, current federal law results in two-income families cumulatively
6paying more in Social Security taxes than one-income families earning the same
7amount of money, and further results in a smaller benefit to the surviving spouse;

Whereas, it is clear that these inequities result from basing Social Security on
10a model of one breadwinner per family, which in many cases no longer reflects reality;

Whereas, many current and future Social Security recipients — particularly
13women — are and will continue to be hurt by this policy if it is not changed; now,
14therefore, be it

1Resolved by the assembly, the senate concurring, That the members of the
2Wisconsin legislature urge the Congress of the United States to correct the
3dual-income inequity without reducing the benefits of any current or future Social
4Security recipients; and, be it further

5Resolved, That the assembly chief clerk shall provide a copy of this joint
6resolution to the president and secretary of the U.S. senate, to the speaker and clerk
7of the U.S. house of representatives, and to each member of the congressional
8delegation from this state attesting the adoption of this joint resolution by the 1999
9legislature of the state of Wisconsin.
