Whereas, the committee of conference on 1999 Assembly Bill 133 did not
4include members of the minority party from either the assembly or the senate; and

Whereas, the report of the committee of conference was crafted primarily in
6closed-door meetings; and

Whereas, 124 of the 132 members of the Wisconsin state legislature were not
8involved in the crafting of the report; now, therefore, be it

9Resolved by the assembly, the senate concurring, That the report of the
10committee of conference on 1999 Assembly Bill 133 is not amendable, except,
11notwithstanding Joint Rule 3 and 1999 Senate Joint Resolution 19, in that it may
12be amended by deleting the provisions converting lottery appropriations to general
13purpose revenues funding.
