AR26,1,2 1Relating to: requesting that the state of South Carolina immediately stop flying the
2confederate flag in an official capacity.
AR26,1,43 Whereas, many Wisconsinites died in Civil War battles fighting to stop slavery
4and the secession of South Carolina and the other southern states; and
AR26,1,65 Whereas, 91,379 Wisconsin men and women served in the Civil War between
61861 and 1865; and
AR26,1,87 Whereas, 50% of the Wisconsin adult male population served in the Civil War;
8and
AR26,1,109 Whereas, Wisconsin sent 71 regiments to the Civil War, including 52 infantry,
104 cavalry, 13 light artillery and 2 heavy artillery units; and
AR26,1,1211 Whereas, more than 12,000 Wisconsin soldiers died in the Civil War, more than
12those who died in World War I, World War II, Korea and Vietnam combined; and
AR26,1,1413 Whereas, the confederate flag has flown over the South Carolina statehouse
14since 1962; and

1Whereas, the confederate flag was raised over the statehouse in 1962 to
2commemorate the Civil War's centennial; and
AR26,2,53 Whereas, at the urging of its South Carolina chapter, the National Association
4for the Advancement of Colored People voted in July to boycott the state for flying
5the confederate battle flag atop its capitol dome, something no other state does; and
AR26,2,96 Whereas, the Southern Christian Leadership Conference canceled a
72,500-member convention 4 days before it was to start in Charleston; and the African
8Methodist Episcopal Churches, the National Council of Negro Women and the
9National Urban League are also endorsing the boycott; and
AR26,2,1210 Whereas, in Columbia, South Carolina, the University of South Carolina Board
11of Trustees has approved a resolution calling for the removal of the confederate flag
12from the statehouse dome; now, therefore, be it
AR26,2,15 13Resolved by the assembly, That the members of the Wisconsin assembly
14request that the state of South Carolina immediately stop flying the confederate flag
15in an official capacity but rather place it in a museum; and, be it further
AR26,2,19 16Resolved, That the members of the Wisconsin assembly urge support of the
17boycott of South Carolina, and direct all members of the Wisconsin assembly to
18boycott meetings in South Carolina, until the state of South Carolina stops flying the
19confederate flag in an official capacity; and, be it further
AR26,2,24 20Resolved, That the assembly chief clerk shall provide a copy of this resolution
21to Governor James H. Hodges of the state of South Carolina, to the president pro tem
22and secretary of the senate of South Carolina and to the speaker and clerk of the
23house of representatives of South Carolina attesting the adoption of this resolution
24by the 1999 assembly of the state of Wisconsin.
