SJR1,1,3 1Relating to: commending and congratulating Philip J. Scherer for his service and
2thanking him for his contribution to the Transportation Development
3Association of Wisconsin, Inc., and the people of Wisconsin.
SJR1,1,64 Whereas, Philip J. Scherer began his long and illustrious career in
5transportation planning by serving for approximately 3 years as an associate
6planner for the city of Racine; and
SJR1,1,107 Whereas, he worked for 6 years as a senior planner with the Milwaukee office
8of a national architectural, engineering, and planning firm, directing many urban
9and regional planning activities and providing planning assistance on many
10transportation projects; and
SJR1,1,1411 Whereas, Phil Scherer then worked for 12 years as the lead senior planner
12overseeing all functional planning programs at the Northwest Regional Planning
13Commission, taking full responsibility for the 10-county commission's
14transportation planning program; and

1Whereas, he was appointed executive director of the Transportation
2Development Association of Wisconsin, Inc. (TDA) in February, 1987, and during his
3time in that position has developed TDA into the preeminent statewide
4transportation association, which is recognized statewide and nationally for its
5knowledge, expertise, and balanced approach to the promotion and improvement of
6all modes of transportation in Wisconsin and represents over 500 members
7statewide; and
SJR1,2,128 Whereas, during his tenure as executive director of TDA, Phil Scherer has
9become a trusted advisor and resource to many members of the legislature on
10transportation issues, known for the factual, unbiased, and thorough information he
11makes available to assist them in understanding the complex issues associated with
12transportation policy; and
SJR1,2,1513 Whereas, over the years he has served on many local, state, and regional boards
14and committees, including 9 years as a town chairman, as well as service on
15state-wide highway, rail, aviation, and energy committees; and
SJR1,2,1916 Whereas, on the national level, Philip J. Scherer has served as chairman of the
17Better Roads and Transportation Council of America, an organization that gave Phil
18its highest award for excellence in public education efforts relative to transportation;
19and
SJR1,3,220 Whereas, Phil has been recognized for his contributions to transportation in
21Wisconsin by many organizations, including the National Association of
22Development Organizations, which recognized Phil with an award for pioneering a
23program designed to help local officials efficiently and effectively manage their
24roadway systems - a program that is now being used by hundreds of counties, cities,

1villages, and towns in the state and that has become commonly known in Wisconsin
2as the PASER system; and
SJR1,3,43 Whereas, Phil Scherer is now retiring from the position of executive director of
4the TDA - a position that he has held for 15 years; and
SJR1,3,75 Whereas, Philip J. Scherer's leadership has made innumerable, significant,
6and long-lasting improvements to transportation in the state of Wisconsin; now,
7therefore, be it
SJR1,3,11 8Resolved by the senate, the assembly concurring, That the members of the
9Wisconsin legislature hereby commend and congratulate Philip J. Scherer for his
10service, thank him for his contribution to TDA, and wish him the best of luck in his
11future endeavors; and, be it further
SJR1,3,13 12Resolved, That the senate chief clerk shall provide a copy of this joint
13resolution to Philip J. Scherer and TDA.
